Stop whining you daft bastard.
The place isn't too small, you're just too small minded to see. You join an alliance, you move in with them in the middle of nowhere. On my average trip from Empire to Home I see perhaps two people. Two people in thirty six different systems. Not very crowded.
If you want to insult me go ahead, at least i show my opinion and don't hide behind my Alt.

Most times when I'm playing, I run a feed on eve-live. I go through 0.0 chokepoints every night, you can watch if you like. It's a carebear myth that chokepoints are camped 23/7. They're not. A few are camped more often than others (EC-P8R is the most camped, HED-GP is usually pretty busy too), but entry ways like G-5EN2, KBP7, 1-SMEB, 6-C(the one beside reblier), P3EN, M-O (beside Taisy) are all empty for vast portions of the day. I go to these places looking for a fight and I can't find anyone!
I travel through low sec and 0.0 all the time, rarely see anyone at all. Eve seems quite empty to me, so it's certainly not time to open up new systems in my view.
I'll bet if CCP could go back and do it again, one thing they'd change is putting L4 agents in 0.5+ at all. Even though their rewards have been trimmed, they still give people too much reason to stay in Empire and lead to systems like Oursulaert having 300+ people in them at a time.

The problem isn't getting shot at in 0.0, most alliances have such poor security that it'd be simple to mine there. The problem is getting into 0.0 because the entry systems are almost ALL choke points. Where choke points are needed, they aren't needed in the entry systems.

There are several comments that can be made about this post. I'll try to avoid flaming, however, as I do not agree with you.
Suffice to say that there's a few reasons that alliances have an NBSI policy (cheers for the PR coop of NBSI alliance, by the way): a) "innocent" spies, b) belligerent bastards, c) real pirates, and d) unregistered enemy alliance pilots. --

We had more space in the cosmos patch didn't we?. Anyhoo's, simple mining solution is find a place in gallente or amarr space if you want to play it safe ( the only places you can find all base minerals minerals ). D
o the old F10> pilots in space in the last 30 minutes and you'll find lost of systems with few residents or visitors. Once you've found a potential system look for stations and any services, then scout down there and check it out.
There are also plenty of 0.1-0.5 systems no-one frequents, the only downside is poor refineries but the upside is the occasional bit of zyd to balance it out in your favour.

I'd much rather see them split servers and make an all 0.0 server with concord removed completely, gank away baybe and a carebear server where the only pvp allowed is via consensual wardecs and a third server just like the one we got with the death penalty lessened.

I go to 0.0 all the time and back to 1.0, it is fun and exciting both ways. And I do missions for agents. No way!!!
Get in groups or just be tactical or just don't buy a ship with your last isk and take it out to 0.0 and it's good to go.
Ah whatever, go play X2 and youÆll have space all to your self, it feels dead in that game, the makers tried but it just can't help but feel dead.

Seriously, EvE is far from crowded once you get out and away from the hub systems. I hunt regularly in 0.0 in a system not far from a station and I very, very rarely see anyone in local for more time than it takes to go from gate to gate (And my hunting grounds are on a highway).
Buck up, grow a pair, join a good strong PvP corp, and come out to 0.0 where the adolecents play.

If we do what the OP want, then the entire reason for EVE will be thrown out the window.
Because EVE is supposed to be were as the people playing the game are the ones running it.
Concord is not supposed to run the game like he wants.

I am in Empire because I am pretty new - I have ventured out in .3 and .4 and got nailed out there so I figured I needed more skills before I can survive beyond that. In any case, I am staying mainly in .5 areas and have not seen an overcrowding problem. In fact the system we frequent now has some really good folks in it and there is alot of cooperation which is nice.
A related item - at what point for a newer player would survival be possible in .0? I am anxious to see whats out there.

I think the OP should take a look at the map, then toggle between the SecRating views and Population views.
There's a ton of low sec available for the taking, much of it not too far from the hubs.

suggestion
try flying out to the station rich areas of 0.0 like syndicate - A thier less chock pointed and B they have lots of places to hide

Oy. There are 1000 systems in empire with less than 4 people on at any given moment, even on weekends. 500 of them are .5 and higher. If you can't find them, you're not looking hard enough. ------ I generally assume the following: 1. 95% of Empire Carebears don't get 0.0 PVPers. 2. 95% of 0.0 PVPers don't get Empire Carebears. 3. 100% of Ore Thieves steal just to upset the Miners. |

the day always comes in eve when you or your corps have to get out there and grow up.. so i would say its time for you too step out into 00 and start making a stand about your belifs you wont too live buy in the game. that means if you got too fight for it then thats what you got too do i guess. it ant just gona hppen for you. you got to do it for yourself.

0.0 is mostly wasted space.
Let's look at the west of Tribute region, e g, crap rats, crap roids, no complex, few stations, nobody goes there, many Empire systems are better.
On the other hand, some other regions are overcrowded because it's actually half possible to live out there if you have a patience thaaaaaaaaaat big and can have fun with belt hunting or mining *yawns*
There is plenty of 0.0 space much safer than low sec Empire atm, that should change for new alliance to emerge.

Except to get to that supposedly "safe" region of 0.0 you gotta go through all the existing Alliance spaces. ___ I don't hate the Betas and Lifers for being more experienced. I dislike them for being arrogant buggers who thump you if you don't play into their little ego trip. |

I was only in a Cyclone and yet none of them shot me. I revisited 0.0 a month later, and the deeper i went the less people i saw. I politely asked if i could hunt 0.0 rats in "Their" space and they were fine with it. At the time i couldnt take on the rat BS's solo, but the cruiser spawns were nice for me. I even ended up working together with some of the corp's members in that sector for belt hunting.
As for empire, every day i stroll through its all about Exploiting/Macroing/overpricing items to sell. The sad fact is that a lot of people DONT like working together, and are in it for SELF gain. Empire is perfect for this, you have your safe space, your pretty agents, your trade routes. Hell you can go AFK most the time while running trade routes, or mine in high security space while drinking coffee and watching TV. God forbid you actually have to play the game a bit in 0.0, or talk to people and socialize a bit.
Im gonna go calm down now, maybe drink coffee and watch TV...laters
Edit: In fact, the most fun ive had in empire was recently when i took on a mission for the RSS, got to my destination and it turned out another guy had the same mission, less than 15km from me, and got there at the same time

I found a lovely way around stealers... mine in a system with NO STATIONS! :) hell.. even if it was a 1.0 (theres one near Rens) People wont steal in it because teh noobs, and non hardcore miners really CANNOT be bothered :) whereas.. i just mine happily, fill my can, my alt hauls said can 2 jumps to a station, and comes back for more!
Considering my alts instas 4tw.. easy, and FAST!
No stealers. more ore than anywhere else! :)
in a 0.7 just behind Reset.... there was a MAX of 4 people :) and they were ALL my corp.. dragged there by me :)
Easy! dont sit around where there are 60 - 200 people and expect to mine in peace!! Be adventurous :) devise a tank setup if need be.. or, just mine where there are no stations!! :P If you want to join me on my Carebearing safe (relatively so..) systems... Come Join me at RRJDS CORP :)
