This is just another Stealth nerf for Minmatar ships. They're already just a few steps away from the junk yard as it is.
I mean I can see parts falling off older ships and maybe flickering engines to signify that the engines aint up to spec. however as I said, Minmatar would be all Second Hand ships. I vote "no". I got tired of constantly having to buy new weapons and armor while I was playing Star Wars Galaxies - I was always broke because of that and could never afford the really cool high-end stuff - and was very much relieved not to have to deal with that here. Keeping battleships insured is expensive enough as it is, as is replacing ships lost in combat with other players. -Wrayeth

There are already second hand ships that are very good just low priced.
And any Tech 1 ship I consider second hand in a way, because they are still very good but low priced because out of the new stage.

Minmitar ships are as close to second hand as you get anyway... with those you know they are environmentally friendly and made out of 100% recycled scraps, then glued together with crazy glue... like my hand to my mouse

Let me ask you what is repair mean? There are even today IRL abilities to repair things to almost new if not better conditionà if you think of eve its so far ahead that such wear and tear issues are a thing of the past, esp if you think of the automated drone systemà and all that futuristic stuffà
Also how would this work on market to sell stuff? It would be horribleà those ships and items would almost never get sold and people would get quite upsetà because there slightly used item would be ignored as someone else would just buy a brand new oneà
Also depends on what type of decay? Over time? What do you think would happen to all those eve people who are taking time off or playing a different game? They come back to find out that every item and ship are almost worthless if it was a time decay and not a usageà
I am more then sure that if things were so far into the future that wear and tear would be a thing of the pastà that duty cycle and anything else you could think of relating to decay would be very low because of the materials and the abilities to repair things so efficiently, and not to mention make them resistant to those issues in the first place.

My personal opinion: Doesn't work with the market system and I don't want to to see 100 kestrels and 250 rifters with different decay status on escrow. Perhaps I'm also just too lazy so that I don't want to care about the decay status. My ships don't last forever anyway. They are usually blown up. Someone mentioned an 2nd hand apoc with one slot less or something like that. Ok, it's maybe something for miners, but I'd refine such a ship and built a new one. I'd rather pay another 120 mio for an extra slot although I'm not rich.
