I think the OP recently came to the realization that the primary goal in EVE, since there is no end game, is Keeping Up with the Jones'.

I still don't see it.
I thnk maybe you are confused by the manner with which the skill system relates to content. Battleships are a good example. A player can be flying in a Battleship within a month of entering the game, but no matter what, they won't be able to fly it competently until around month 6 of playing, if the concentate.
Just because someone chooses to jump into mid level cntent with a beginning level character, doesn't mean the content isn't there for mid level players. The same goes for other things mid level, such as Interceptors, MD/LG Barges, POS's, Gate running haulers, lvl 3/4 missions, the list could easily go on.
I think there is a large misconception that all the ol'timers all flying Freighters and run their own Outposts. And while a very few may, most everyone else is still dorking around with the mid level content.

So would you agree to give the older players retroactive skillpoints for the time periods from before the introduction of Adv.Learning skills?

A basic fact remains that even if something was done to max out everyones skill points, a point would come not far down the road, maybe another six months, that the new players of that time period would be stuck in the same problematic situation as you're discussing now, that being they are less skilled than older players, with no means of catching up.
