Hiya,
I have been playing for about 4 months and probably ain't the best to advise but I will try.
If you go for a merlin you want to start running lvl1 missions somewhere to earn some ISK but tbh I found that too hard to earn money and went mining instead first of all.
Built up my mining skill to lvl 4 so I could use miner 2's and then mined like crazy for a month which gave me the isk for my other skills. I would say sort yourself out a mining ship first and build up some mining skills. Then work on buying a merlin and sorting out doing missions etc after this. I found it alot easier then ruinning mission after mission just for petty ISK.
The other way of course would be to build up your social skills and work towards lvl 2 missions but then I'm not sure you will earn the ISK needed to buy a better more stronger ship to do them in the time. Mine is the best way tbh imo ;)

Merlin: highslots can fit 2 guns and 2 launchers 3 midslots 2 lowslots
Punisher: Highslots can fit 3 guns 2 medium slots 4 low slots -> interesting for armor tanking
So a quick glance makes the Merlin look like a better damage dealer while the Punisher is more of a tanker. Both are cool frigates tough

Shuttle
My first one was a Merlin. LVL 1 pirate missions where easy in it if you want to do that. LVL 2 where sometimes tricky. Especially the missions with drones, those always took me forever to kill but maybe I was doing something wrong.

A comparitively more important question you may want to be asking yourself, is what kinda ships / weapons are you going to be or want to be using in the future? It's ok to be broadening your frigate skills, but when you get into cruisers and gunnery a starting character just doesn't really have the time to be wasting SPs. So you might want to look at the two different Races behind each frigate and decide what you want to be flying in the long run.
Then spend SPs to maximize that race's hereditary weaponry and ships so that you can get the full potential out of the ship instead of having an OK ship. lvl 4 lasers with lvl 4 frig will greatly exceed lvl 3 ----
