A smart pirate who realizes right away he's out matched before even firing a shot deserves to get away. I'm willing to bet that more than a few will die after realizing too late that they are out matched, unable to jump, and find themselves warp scrambled.
Perhaps a good tactic might be to stagger the arrival of your fleet to the gate. Warp in with only half of your fighting force first, with the second arriving shortly thereafter, just long enough to convince the pirates they've got the upper hand, so they open fire, while you get into warp scramble range, just as the rest of the fleet arrives, and slams the lid shut on the trap you've set. Though I doubt you'll even need this strategy for most pirates, who open fire immediately, because they depend on the advantage they get from lag. Might actually get a chance to load the area around the gate for a fair fight, if the pirates are wary about opening fire right away, until they see what they're up against.
Unhindered jumping is the number one reason opposing forces won't warp to a stargate to take on pirates, and end up in stupid insult contests in local instead. Up until this patch warping in to fight them was pointless. If it looks like your winning the pirates will just jump through the gate, meaning they can fight with almost zero risk of being destroyed while the opposing force warping in risks potential heavy losses for nothing.
Kill bounty hunting??? As if it exists now. How many of you ever caught a pirate by following him through the gate? Zero? Maybe 1 or 2 by way of luck, or CTD? Yeah, that's what I thought! Gimme a break! If a pirate makes it through the gate he's gone, timer or no timer. At least now you've got a chance to catch him at all. I agree that having licensed bounty hunters able to use the gate whether they fire first or not would be a great addition to this change, but at least they have a better chance than they did before. Now camping a gate might actually carry as much risk for the pirate doing the camping, as anyone bold enough to warp in and challenge them. All they have to do now is fix the ability to claim your own bounty some how, and perhaps have concord subsidize the bounties to get the $$ amounts up to a more reasonable risk vs. reward ratio, and perhaps implement some sort of license to be a bounty hunter that would exempt you from the gate jumping policy, and maybe we'll see bounty hunting actually become a viable profession.
Just because this patch might not be complete doesn't mean it's not a move in the right direction.
