As regards the longer travel times and regionalization- CCP has long wanted to reduce lag especially in high traffic systems, so CCP does discourage travel but Regionalization is the excuse to limit travel not the reason to do so imo. Some players/devs take the "GAME" way too seriously- sit back and enjoy it.

On a related note... 20m an hour isant infeasable doing lvl 4 missions in a raven either, it just takes a lot of planning and skill.
