This subject is so overdone it's gotten to be dry and senseless... moreso even than jet-can mining & ore thieves.
Fraggers want ships that can't get away, and everyone who does something *other* than gank anything that moves want things to stay the same (or that being able to get away was more reliable).
Right now the ball is in the court of the fraggers/gankers/****ers/annoyances with the sniper ships that cannot be touched by countermeasures, now they want mods that will prevent that ship that they're shooting at from 250km from moving.
Good lord get a life and deal with the game mechanic that is already in place. It works. It's even balanced (wcs = gimped ship), so what's the problem?
Heck, all of these cry-me-rivers 'nerf the wcs' crybabies are the ones who LIVE BY THEM... the pirates who snipe from 200km and have 5 wcs in lows, are lined up on a safespot, and who run whenever anything with a civilian weapon or larger comes within 50km.
I fly without stabs when I'm fighting, but 90% of the time whenever I encounter a 'hostile' (read: pirate) and move in to engage them (as in, I hunt them down and initiate a fight on my terms) I find that they typically have more warp strength than I have scramble... and they call ME a 'stab hore' if I get away when they are attacking... even if I get away without anyone ever making an attempt to scramble.
So get off it and go cry about something more worthwhile.
Want the instas gone? DO NOT demand that they be removed and replaced with a skill or module that newer players will not be able to use, or use effectively, leaving them wide open for your gank fests. DEMAND that they be replaced with something 100% as effective, but logical within the mechanics of the game.
As I have stated (as have others) repeatedly: place a 5km minimum warp in range on gates/stations. This will balance the distance to cover (2.5km) against the ability of the ganker to engage within that distance... not leave some poor unskilled newb stuck at 15km without a hope in hel because they lack the modules and the skills.
