I am currently doing high-quality level 2 missions for Gallente Navy, mostly so that eventually (my guesstimate is 10 missions) I'll be able to go for level 3. The level 2 are easy peasy in a cruiser, my current choice being a Caracal with assault launchers, mostly because it has lots of cargo space and I don't have to worry about range issues too much as long as they are in range (about 43km).
Will a BC do for level 3 without making it too hard, and if so which one and which fit? My thoughts at the moment include a Ferox with 5 250 rails (iridium), 3 assault launchers and a bay full of mediums. Shield tanked.
For info, assume all relevant combat and engineering skills at 4-5.
Specifically, should I fit heavy launchers and rely on drones for the small stuff?
Since most of my missions are against Serpentis, I assume the missiles and drones ought to be a mixture of EM and explosive. Correct?

If you have T2 rail, yes, 5x250 + 2x hvy If not, I suggest 5x hvy + 2x neutron (forget about the gun bonus on ferox).
The reason is lvl3 hv lots of tough rats that need to kill fast b4 your tank starts to fail, esp in deadspace mission where acc gate throw u right into a blob of scrambling rats. 
My 1st config as 5 rail ferox failed to pass the 2nd gate on Spy Stash, which i hv to convert it to caracal look-alike, n its a breeze.
I know ppl may start to claim no problem on rails, but i look in the view of a lvl 3 beginner (i am a beginner atm), missiles works well in both rats n structure demolish.
My current exp is rogue drones, spy stash, silence the informance, telescope & angel extrav.

Yes, a ferox will do nicely. I did it with the Brutix though...went like a charm, just don't do Black Market Hub mission.

Tbh, I passively shield recharge my Ferox.
I use 5 hvy launchers, and 2 small lasers for taking down frigates. (In absolutely no rush to kill them.)
With a decent passive tank, you can sit there, and agro pretty much all the rats, as the cruisers come to you, you just shoot them down. When frigates get within 10km range, the lasers blast them out of the sky.
I normally once the rats have a solid red lock let the drones, and leave them to clean up the rest of the frigates, while I loot the cans, or go make a drink.
When you come back all the rats are dead.

Oh no! I lost my ferox in BM Hub.  The 2nd stage 2 Sentry 2 merc commander 1 merc wingman r too much for my tanking.
I changed mid : SB2, 2x Hardener (Gurista), SB Amp, Webbie This setting make the BC slow n clumpsy, but I warp in, align to warp, stop, take out sentry, warp out repair, then in for wingman, warp outrepair, then commander.
Don't think u can do sniping cos wingman r super fast n scramble u.

With my standard ferox setup I can take out the second area in Black Market Hub without my shields dropping.
I use my ferox on all lvl3 mission with out any problems.

You can do it in a BC i.e a ferox but how easy it will be depends on your skills. I remember that I lost 3 ferox the first time I did ôspy stashö. It was my first experience of warp scrambling rats, so fit stabs for this mission and insure ship.
Basically when you warp in, try not to agro too many rats at same time and get into range before firing. Only target rats that target you.

Basically - don't aggro ANY rats. Wait 10 seconds to see if they aggro you. If not - move into position and clean out the place.

I have just recently acquired a ferox. My gun and missile skills are at 3s and 4s. My shield skills are well neglected (more because of my failure to understand them then anything else). I wasn't able to mount an active hardener or a T2 shield extender. I did Black Market Hub with 4 heavy launchers, 3 150 mm rails and 4 medium drones. I had to warp out for both stages, but I thought the second stage the easiest. I struggled to kill one commander and warped out. I came back and cleaned the lot. I had an armor repper in the system at a station and needed that once, too.

Well worth spending some skill points on shield skills and cap skills. Having used a Raven I'm surprised how well a Ferox does at lvl 3's with only BC lvl 3 and lvl 4 shield skills.
I use 5 heavy launchers, 2 small lasers.
1 10MN AB, shiled booster 2 hardners and a large shield extender
3 x pdu 2 and 1 bcu

I find cyclone does all lvl 3s easily, except the 3 hard ones (Spy stash, BM hub and I forget the other) which need a bit of care and a decent setup - but still quite doable. I lost my cyclone the first time I did spy stash (I think it was) just due to over confidence and laziness!! Serves me right, and I'm glad theres some missions that are actually a challenge for a Cyclone.

i can do most mission lvl3 in my brutix just avoid doing: spy tash/black market/angel extravaganza if you do not have good skill or bring a friend with a BS :)

I've been able to do all lvl3 misions in a ferox for months now. It doesn't mather how much patches and stuff they trow at it lvl3's are still posible in a BC

Yeah, i think its just practise make perfect. Just give me a few more months n I'll start farming Lvl 3.

I do lvl 3's in my Ferox, I have two setups I swap between, one for extra tanking one for extra damage (very similar)
Tanking
High:
2 X Named Light Launchers 4 X Named 250's w/AM 1 X Named Heavy
Medium:
1 X Tech 2 Large Shield Booster 1 X Shield Boost Amp 2 X Named Shield Hardeners (Kinetic + Thermal) 1 X Named Webifier
Low:
2 X Tech 2 PDS 1 X Tech 2 Magnetic Field Stabiliser 1 X Tech 2 Tracking Computer
For the extra damage, just replace the Large booster for a tech 2 medium, stick two heavies in place of the light launchers

I believe all other 3 have been mentioned, so...
I can do every lvl3 in my Prophecy, including the three hard ones. Only BM Hub makes me need to warp out anymore, but I am approaching 10mil SP. I can get to second stage, fly up and kill 1 sentry, the 2 frigs, then warp out. once back, its a breeze.
Proph has cap problems, but with:
energy operation lvl5 evergy management lvl4 1 cap recharger 2 2 cap power relays
and you can run the medium repper 2 and 3 hardeners forever without weapons, with weapons it depends on cystals, wont do it with multi freq, but gamma or any others and its essentially as long as you need it. just remember to kill the AB :)

While you can do most level 3s in a moa some like spy stash, extravaganza, black market hub etc are just too hard for it. But in a battle cruiser (or an assault frigate) those are not so bad.

High: 7 Named T1 guns (I use dual 150mm) Meds: Named Afterburner or T2 ditto, Named Webber, 1 named cap recharger, one named LARGE cap battery. Lows: 2 NPC specific hardeners, T2 Med repairer, cap relay, damage mod.
9 Medium drones
It chews cruisers like pie :)

Ferox : pdu2's + shield tank + 5 arby heavies + whatever (Guristas + Angels : don't forget to change hardener types)
Brutix : 7 proto dual 150's (agree with chewing comments ), AB, webber plus armour tank (all laser rats)
Prophecy : 6 heavy modulated beams, MWD and sensor booster (sniping anything in normal space or armour tank as alternative to brutix - but i prefer the ugly fist up close)
Cyclone : Waste of good minerals. Recycle to make ammo for the other 3. One less mid/low slot is an extreme disadvantage. Or use a BS. Or assault ship. Avoid shuttles.
Oh, and i managed to do Hub ONCE in a Brutix. Warped out 3 times, and finished with many gaps in the Hull. Ferox breezed it. My advice fwiw : Use the right ship for the job. Shield tank armour killers, armour tank shield killers.

Umm, I've spent about a month each running lvl3's in the ferox, proph and cyclone. The cylcone was the most fun to fly.
Hi: 720's, assualt missile launchers Mid: Medium shld booster II, 2 x hardners, ab II Low: as many PDS II as you need, fit the rest with Gyro II's and tracking mods.
I found the ferox and proph both to be rather "tank and mash the f keys". The cyclone forces you to use your speed, choose ammo types, think about the hardners you need, use drones and occasionally you need to warp out. I suspect the it might have trouble with BM and spy stash but for those just go and get an assualt frig or phoon. It's by no means a bad ship for pve. It's shield boost bonus is a little misplaced but it still has a nice volley damage and a decent dronebay. I see it as a kind of mini tempest really.

Pretty much same setup as d'hofren - pre missile nerf I used 2 x heavies but they don't fit now. Fiddled with mid slots depending on mission (usually only 1 hardener). Thinking of using a webber so I can do some damage to small, fast movers (the biggest problem with this setup, IMHO)
Just maintain range and blow stuff up with 720s!! And dont forget the 7 Med drones.
Currently back to lvl 2s with a different agent - looking forward to getting back to lvl 3s!!

Been solo'ing lvl 3s in a ferox for months now and they are now very tedious. Problem is level 3s are too easy but level 4s will kill my BC.
I run her with 6500 ish shield hit points and rarely drop below 75% shield strength. Remove the afterburner and the vamps and you can fit 2 large shield extender 2s and have 9000+ shield hps
Please make level 3s a bit harder so us BC pilots have something interesting to do
5 arblast heavies 2 named vamps
2 hardeners tech 2 ( em and therm ) AB 2 large shield extender 2 shield booster 2
3 power diag 2s 1 named ballistic control

Saphira there are harder missions types. They are the lvl 4 missions. ofcourse your going to get destroyed in a BC doing them as would anybody. If you are finding lvl 3 easy please buy a BS and try out lvl 4 :) --

I once had problems with doing lv3 in Ferox but now its all easy. You just need to know what to do. Extravanga was always a breeze just time consuming, the hardest one are the ones with merc wingman warp jam + commanders, but just kill the wingman with my blasters at 8k in 20sec, warp out and come back with missiles to finish the rest off.
I think whats important are your battlecruiser skills, they give 5% bouns to shield resist per level, it might seem small but 5% resist can make all the difference in the world.
