None, I believe. All are in-game now?
The rare skills are the ones that you get from Agent LP offers.

Yeah..I had to dig..but those are still char creation only..as is mnonmics(sp), biology, and some other odd science skills..like genetic engineering.

All the skills that have an effect are in and be purchased (or found).
There are many skills that can not be purchased or found, and they dont have any in-game effects either.
As for "rare" it depends on what your looking for. These would normaly include the advanced connection books and the COSMOS skill books (garbage).

You can't purchase black market trading yet it works. I can haul contraband anywhere and don't get caught with it at lvl 4. I put 5 different types of drugs in a shuttle and then i took a 65 jump tour around eve hitting each sovereignty and never ever got the stuff confiscated.

There's a timer on the customs guys before they can scan your cargo, then there's some base percentage that they won't even bother...
General rule of thumb, dont use a freighter to haul drugs.
