Train Engineering up to level 4. It should do the trick.
After that, you will want to work Acceleration Control to get some speed out of the burners. Some Afterburner skill is also useful to make it possible to run the burners for a longer duration without running out of cap. Aim for level 3 of both to start with.

Depends what i'm doing.
High slots - 1 mining laser. Other blank. Med Slots - 4 x Afterburners (work that engineering skill and this is possible)
Low slots is where i make changes.
Travelling i use a combination of overdrives and nanofibers. These make your stower feel like a frigate and gives your afterburners a larger base to work with. This combo allows speed in excess of 800ms with full afterburners.
Hauling.. 4x cargo expanders.
I wouldn't bother with shield hardeners/boosters as the 125 shield you have isn't worth diddly. Personally I think the speed you have with the extra Afterburner will more often than not save you than a minor improvement in your shield.
I also tend to carry a small hull and armor repairer in the hold, so I can fit them and hang outside a station and patch myself up free if i get shot up.

as Skinnerer said, why leave blank when you can have a shield transfer unit. When mining or guarding it is allways nice when the haulers boost your shield while picking up the cans :)

Never EVER mine in an Industrial ship. None of them have more than 1 turret hard point.

No one has mentioned using Giant containers, i get 3 in my hold give me a total cargo cap of close to 12k cargo. means i can empty a tainer in 2 trips :)

1x Miner 2 AB's fill up rest of grid 4x Local Hull Expander Cargo I's 27.44%
park it on a giant roid and go to bed...
