Yes but...
At this step of the game I think you can still try, but don't forget that more than the number of battleships and qualified pilots the alliance own, they got a more powerfull ally helping them... CCP !
The fact you can not rent any office in those bases anymore, make so that even if you would make it to take a valuable system with bases from them, you still won't be able to install your own base of operations there.
Another problem is resources.
They got the Bistot at the door step, and the 50k pirates, they can make 20x more megacyte in the same time as anyone in empire space, and 10x more than someone who need to make 60 jumps from the nearest spot to mine bistot and who need to go trough pirate blockades etc...
In a RTS, usualy once your enemy got the control of the major resources on the map, you can assume the game is lost.
Problem, is that in a MMORPG, the game is persistent, usualy the people who "lose", stop playing in frustration.
I got rumors from some friends playing SB on the US server, that this is one of the things actualy killing shadowbane apart from the bugs.
Once 3 or 4 mega guilds take the control of all the good hunting spots, and all the resources (disc runes drop spot p.ex.), they hold the game, and once the "challengers" have finally understood they have been beaten out, they got no choice to wait till the "winners" get bored too and free the spots, or quit the game, thus letting a new game start, and the cycle continue.
No need to say that when the game come to this step, what is left as playerbase is a handfull of powerplayers, since all content is owned by the dominant guilds...
In EQ such a problem appeared for a while, even on non PvP servers, where the dominant guild hog a vital quest mob, just to refrain others to climb a important step (like camping and killing every dragon dropping the sleepers tomb key), but since EQ is not PvP, and have a VERY large content choice, that never pushed the casual players out of the game. Disclaimer: Rereading my post, I sound like preaching the apocalypse, and Eve is FAR away from reaching this point, or maybe am I wrong and everything will ballance by itself, future will tell.
So, no panic, I am a pessimist usualy, but it helps sometimes, since the sky is alway more blue than I expect it to be at the end :)
