I may be wrong, but I don't think they would have much refining to do. They have the textures made, but when we download the client we get a compressed version. If they released the original versions as an optional download I think it would be available in short order.
Hey CCP, want to really make us scream like little girls at a JB concert? Release HD textures next Tuesday as an additional Odyssey "feature"

Hmmmm. I'm not convinced.
Still, +1 to this just to see what it would look like. If it's not much different, don't bother.
Trust me, you'd notice a difference.
