Can someone please explain how these work? I've poked around a bit and have activated mine in battle but I don't understand what they do and how I am supposed to use them.

If you run the module, other players won't notice that you have locked them. Might be very good if you decide to flip out among people who are not expecting you to shoot at them, say, in a griefing noobkilling disgraceful way. Word has it that they are potentially useful on Stealth Bombers as it allows you to lock the enemy without him hearing it until you fire the cruise missiles. Who knows, someone might think the Stealth Bomber is not considering to attack as there is no lock, and then WOOSH WOOSH WOOSH (given that it is a manticore) DREET DREET DREET DREET DREET etc etc.

This assumes that your target actually has sound turned on, which is pretty unlikely.

And to answer your question... ;)
How they work: What they said, lets you lock people without them noticing it.
How you use them: Activate the module and click on the ship you want to lock (either on screen or in the overview).
