Where can I find these under the item database? Unless someone doesn't mind explaining their use to me here.

not sure if these are in the database but i know for sure that you can buy bpo's of em.

Hacking Skill is only used for the COSMOS agents, and very little of that junk.
The Moduels themselves can be purchased, as can the BPO and BPCs. They also drop as part of the COSMOS agents/rewards.
If you search for "Code" on the market you can see the ones that are available.
Note: Again these only work on specific containers in COSMOS dead space locations. They can not be used for anything else, and can not be used to open other peoples secure cans.

Are codebreakers part of something larger one can build or are they standalone items that serve their own purpose?
