This is to announce the creation of a new alliance, spanning the far flung regions of Outer Ring and Cloud Ring [OCRN].
Current Member corporations:
Outer Ring Excavations (NPC)
Serpentis Corporation (NPC)
Center for Advanced Studies (NPC)
Abandoned Child (1 man corp, dictator)
Charter:
1) From now on, these two regions are closed off until further notice. You may contact Abandoned Child for an interim pass to traverse the region. This interim pass will not be granted, but you may try regardless.
2) Mining license sales will commence immediately. These allow entry into the region, as well as exit. The license is good for 2 weeks, and costs 500000 isk per member. In addition, an environmental tax of 0.001 isk per m3 ore mined will be assesed. Keep the rings beautiful! Contact ORE for more information.
3) There are few stations in these regions. All services and sales not approved by the OCRN will be terminated. Sentry guns have been reprogrammed to shoot non-neutral parties on sight.
4) Growth is by invitation only. If you are in any other alliance, you will not be invited. We are a neutral alliance. Anyone with security ratings above or below 0.0 will not be invited.
5) Our first dictator for eternity shall be Abandoned Child. All governing bodies will be filled through simony and nepotism.
6) All guerrilla parties and rebel dissenters must register with OCRN, or face a large fee, and revocation of all said licenses and priviliges.
7) Absolutely no Bestowers will be allowed within OCRN space. These whales will be shot on sight.
8) For security reasons, the speed limit in OCRN space will be 125 m/s.
These mandates are now law in both outer and cloud rings. Enormous firepower backs these mandates [serpentis alone owns thousands of cruisers, instant warp technology, instant regeneration technology, and infinte money].
OCRN is not violent, but will not hesitate to lay the smack down.

As I see you have allied yourself to various well known pirate organizations (Serpentis) with whom our members have had repeated problems. Your claim to be neutral is hollow talk. Both Fountain / Syndicate / Placid and various sections of Gallente space are terrorized by your member corporations. I urge the community to declare war on this misfit organization of hypocritical warmongers!!

Upon further deliberation, the OCRN has decided that it has changed its mind on neutrality. All current members may do anything they wish in the region, and may pursue any wars they would like.
New members, however, will only be invited if they are strictly neutral, and by extension, unarmed.
It goes to show, We are quite willing to admit our mistakes, analyze them, and change our minds.
Sometimes I wonder why the high council even wishes to address such mistakes in such a community. Sometimes, I don't. Almond joy has nuts. Mounds don't.

As PR director of OCRN, I bring you the following tidings:
OCRN is a neutral alliance, but as any neutral state under attack, drastic measures must be taken. If Switzerland on Old Earth were attacked by France [gutsier version of Gallente], it would no doubt, strike back with all its obesity causing chocolates and clock-work precision watches.
Similarly, OCRN immediately declares war on the following corporations that have attacked us without provocation:
1) Coalition of Free Traders.
If it's free, why are you trading it? The best things in life, aren't free, my hippie friends.
2) Going Limp.
That is an unfortunate circumstance, but will not spare you in the upcoming war.
3) OTA Corps.
You corporation is going to have a large quOTA of pain after we're through. What does ota stand for? Ode to Ants? You will be crushed like our six legged friends.
4) The Quafe Company.
Your drink is full of empty calories, and is poisoning our youth. Please come out with a diet quafe, before we discuss a cease fire.

Well that doesn't seem on I am stuck in the original ship and have just started what if I want to have a look will I get blown up?
Will I know if the place is closed before I go there or will I land and then you lot will attack me? Its all so confusing half of space seems closed off I'll end up spending my game time in Bourgynes or wherever it is you start.

Just another reminder, an excerpt from OCRNews, a member corporation of OCRN:

Outer Ring - Chief PR manager Abandoned child re-iterated the following points, many seemingly stolen from those given by the another alliance minutes earlier:
1. Outer Ring and Cloud Ring regions are currently closed to all not in the network alliance, OCRN. The region is like your local bank after 6PM on a friday. No entrance!
2. People are allowed to leave with escorts or without. Those with escorts will enjoy themselves more.
3. People refusing to leave will be forced out. Shoo!
4. Passes to these regions are explained above, and will be available at a later date. OCRN is also mulling a proposed 23:00 curfew, at the request of its senior residents.
5. Applications for being in this alliance reached about 100+ corps, ALL have been processed and denied. This is because membership in OCRN is by invitation only. Please stop begging!
6. Agressions from any corp not in OCRN will result in timely removal of the same corp, as well as war declarations. Already, serpentis has destroyed 3 ships in the last 20 minutes.
These are not hard things to understand, nor hard things to do, this is what OCRN has decided and agreed on. Until Passes to the region is available, all people not part of OCRN *will* have to leave.
Now, again, today was when the negotiatins were done, the red tape to handle all this is enourmous, and everything takes time.
Again, simple rule of thumb, if not *in*, make sure to leave til everything is sorted.
Regardless if your corp has been there for 6 months, 2 days or whatever, if not *ON THE LIST*, vacate the area til you are *ON THE LIST*.
The laws in OCRN regions are being created, not by those outside, but those inside, in the alliance, and whatever you may have to say about the laws we in the allaince creates, these are the facts. Call us bullies, call us pirates, call us whatever you wish, but don't call us a dictatorship, because that would strike too close to home within the alliance.
For all those who think that might does not make right or laws, i urge you to go to Fountain, Venal, or Stain. Then come back and say that you could fly around freely in there. If you could, great, but you cannot here, unless you are a member. We hear Luminaire and Yulai are nice this time of year.

This restriction on free movement in the Outer and Cloud Rings is an example of fascism, imperialism and probably some other -isms I haven't done at school yet. Abandoned Child's dominance of this region may mean no-one else will be able to play EVE within about four days.
I therefore invite like-minded players, determined to preserve free passage through the Cloud / Outer Ring to the ass-end of nowhere, to join me in a Rebel Alliance: the Confederated Rebels of the Outer Cloud Kommando.

A personal note: I have been very disturbed by reports stating our regions as "backwards", "far-away", "pretty", "road-to-nowhere", and "too far from quafe."
I would like to remind you in this annual report that it is one of OCRN's chief goals to promote tourism and economic growth in outer and cloud ring. Take heart in this, and with Abandoned Child's guidance, these regions will become the envy of the galaxy. And Yulai will be our crown colonial jewel. |
