Lets go back to basics and look at the goals again:
- We want to have more PVP - We want to shorten travel between bases of operation - We want to enable groups less downtime between operations - We want to enable new capital ships rapid deployment
How do we achieve that, well, Rebirth is our proposed solution.
We want to have more PVP We need to remove major PVP restrictions, such as implants when the player is choosing if he wants to go for it or not. Enabling you to fight with lesser implants should achieve that. It should even encourage people to participate in PVP more. Pro: Leaves implants behind Pro: Decreses death penalty Con: Decreses death penalty when killing the lesser clone
We want to shorten travel between bases of operation Enabling some form of travel between bases of operation can be achieved by embracing current functionality already utilized for that - clone jumping. Pro: Gameplay which has existed in EVE since day one Pro: Instant travel between bases of operation Pro: Only moves you, not your ships, modules or resources Con: Allows you to deploy rapidly a force into enemy territory, but at a cost
My personal opinion is that that Project Rebirth is a big mistake. Using "clone jumping" as a justification for some of your reasonining being Project Rebirth is wrong, as I beleive clone jumping is abused already, I never use it.
You can accomplish the goal of more PvP and shortened travel times along with reducing the death penalty by simply (1) introducing Interbus as a quick and safe way to the front lines and (2) allow for implants to be plugged in and unplugged a limited number of times.
So your alliance wants to attack another alliance. Your fighters unplug their implants, leave them at home, jump into the carrier and set their clone to the carrier's medical facility, then head out to the battlefield. If they get pod killed, they reappear in the carrier. If they forgot to change their clone, they can jump onto an charterred interbus (setup ahead of time by your alliance) and it gets them back to the carrier relatively quickly. The charterred Interbus would also allow for faster deployment of forces who missed leaving with the carrier becasue of timezone differences or other reasons.
A universe the size of Eve cannot and should not be quickly traversable. If you want to reduce the return time to battlefield, great, but as it is described now, Project Rebirth seems to me to be an amplification of the abuse of clone jumping (personal opinion).
