Get an iteron 5. They can haul, mine, and give a frig pilot a unpleasant surprise.

My Impel with 7 full cargo expanders has a cargo of a full jettisoned can, 27,300 or something like that, with 9 large containers its about 35,000

If cost and capacity are your concerns, then an Itty Mk. V is your best bet.
Consider, though, that with the massive capacity of freighters now available, max capacity is suddenly far from the only consideration. For example, if you'd like to tank just about any BS, or even pair of ganka BS all the way to the gate while carrying a full load, you can't beat the Mastodon. Speed an manuverability also greatly affect your m3 moved over time when making multiple trips.
The Impel is also a decent choice: it's huge number of lows means it has the option of uber-tanking (an obscenely tough nut to ***** when rigged with multiple hardners/reppers). It can also carry the most when rigged entirely for cargo: but you'd BETTER have insta-jump BMs and 0% concern about running into badguys.
If you're going to be in the game for any length of time, don't discount the long-term implications of the indy skill you train up. True, it's only a rank-4 skill, and no reason you couldn't train for more than one, but why bother? :) Gallente isn't an aweful choice but the Gallente transports are decidedly..."eh..." in my opinion.

Aye, and expensive because of the limited number of bpos along with everyone having gallente indy5. Occator prices alone would have me training another indy besides gallente if I didnt already have it.
Amarr has the best t2 industrials from what I've seen, but for long term ROI I'd look to Min and Caldari. Profit around 500M over the course of about 15 t2 indy purchases.
