I think it's a good idea. Makes alot of sense and follows the pattern that other race bs use. If you are so worried about frigates then fit the 6 high slots accordingly.

It's an interesting but quite useless setup. The "surprise" advantage won't make help you survive. An armor tank would be much more practical as you need the middle slots to increase your range (since this is intended for fleet battles).
