^^Summary I haven't played EVE in about 1 year and have missed out on A LOT. I noticed they finally added Elite Frigates per eve-zone.net
Questions: Where is really good indepth Guide, the one on this site doesn't explain enough in a sense... I forgot a lot about EVE. I'm blank on what attribute to select when creating a new character ect. I was planning on getting more into light ships for the speed. I used to fly cruisers like Thorax/Caracal. But they are very slow, I like the idea of going extremely fast and still being a force on the battleground.
Currently how are the weapon systems? I generally lean more toward the Gallente but how are the Hybrid weapons at this current patch? Also since the apparent addition to ships in the game Frigates can still hold their own correct? Also if anyone knows Frigate/Elite Frigate wise what is currently the better Gallente ship to fly? Assuming Hybrid weapons aren't nerfed into the ground.

They added Elite Frigates... about 2 years ago?
If you played before Elite Frigates... god it would take a semester lecture course to explain what's changed. -- Proud member of the [23].

I'm sure but what about the basics; Attributes; Intelligence/Perception ect. I completely forgot how this effects the character. Ships; I was personally looking at the Ishkur or the Taranis. Heard these two are pretty nice for elite frigates. Weapons; How are Hybrid weapons, am I wasting my time going that route for shall I aim for another weapon type?

Heck just play the game like a noob again, it will be exciting.
Also remember to read the old to newest patch notes, thatĘs a good idea, right?
And I was just wondering, did you say you were playing WoW? What made you want to go and fight Cow People?

Hybrids are fine weapons, gallante are pretty good off atm. Taranis is a beast of a inty, and the ishkur is mean also. Your pretty good off imo.

Yeah I dunno, change primarily. It was decent to an extent, however it is not free feeling as EVE and really falls apart at the end of the game. So I guess my answer was change, but this is an excellent game... Just hate to relearn EVERYTHING I have some of the real basics but I'm still lost at the same time. I'll make it through... However anyone have any good suggestions on the attributes?

I say make all your attributes as the same as possible in the beginning and use the learning skills to boost them all up high as possible.
Let charisma be the lowest.

First if you want to have decent atrribute to train your gunnery skills high enough to use tech2 guns i can give a piece of advice.
1st- Chose a bloodline linked to fighting. Like the Caldari "NON-Deteis" (forgot the name i'm at work)
2nd- Chose a balanced combo between perception and willpower giving more enphase to the first. As you are chosing the "line of profession" in the char creation screen you will notice that each path give you diferent attributes points.
3rd- learn the basic learning skills to LV4 if you want to start playing soon, if you are planing to be patience learn adv learning skills to lv4. That will help you alot when going for LV5 gunnery skills required to use tech2 guns.
4th- Join a corp and ask arround. There isn't anything better than have someone to coach you while you move along.

you've missed an aweful lot, pretty much a noob again. Off the top of my head you've missed:
intercepters elite industrials battlecruisers heavy assault cruisers assault frigates dreadnaughts freighters
missiles/cladari becoming crap gallante becoming uber missiles/caldari coming back again
nerf of megapulses nerf of ECM rebirth of ECM Sig radius tracking of guns target painters t2 Guns t2 modules commander loot complexes about 500 advanced skills lvl4 missions
Player Controlled Stations (?) Player Owned Stations Outposts
death and rebirth of about 100 "who-are-these-guys?" alliances, most of which couldn't PvP very well.
Being chased around with 10:1 odds....oh wait sorry getting off track here. That must be the story of my eve-life.

You forgot the death of CA and Mo0. I wanted to join one of those guys when I was a noob. 
At least I think Mo0 died, I haven't heard about them in awhile... ________

Your Raven has no dronebay either? Seems to be a common complaint amongst Raven pilots. They must all have defective Ravens or something. ________

How does that consist of "caldari coming back"? They've always had a drone bay. However:
Medium drones suck against cruisers (not enough damage output - I could nuke a TV dinner before the cruiser dies), light drones are useless except vs. player inties (they're the only ones that can keep up, though it takes forever to kill anything), and the bay can only hold 6 heavy drones. In the latter case, that means no replacements if any die during combat. Also, a shield-tanked raven lacks the medium slot for the web that will allow heavies to even hit a frig (and since the drone bay's full, you won't be able to carry mediums that you can call out to deal with frigs once you put the heavies away). -Wrayeth

DUMB ADVICE WARNING^^ - Do not make all attributes the same. Theres reams of decent advice in the skills section.
