High: 4xLaunchers Med: 1xWebber 1xMWD or AB 1xScrambler Low: 2xCap Power Relays
A cheap tackler and short damage damage dealer. Unfortunately, you'll get popped quickly unless you are operating as a part of a group.

There is only one good kestrel PvP setup.
Properly used, it can kill any AF or inty in EVE.

4 rocket launchers, 1 mwd, and whatever else you can fit, a shield booster and some cap recharger would be needed for the mwd/tanking methinks.
Up close rockets own light missiles, so use em if you have the skills.

I just want to comment on your current setup.
You said you were using a Reactor Control Unit. If you don't need a lot of additional powergrid, try to replace it with a Power Diagnostic System. It gives only a 5% boost to your powergrid, but a bunch of other goodies along with that. And if the Power Diagnostic is not sufficient, avoid using Reactor Control Units anyway -- use Micro Auxiliary Power Cores (MAPC) instead. They eat less CPU and give a bigger boost to your ship's powergrid, unless your ship has more than 100 powergrid available. Now I understand you may not have the necessary skills for MAPCs, but you should get it (you need Energy Management IV). It's only a couple of days and well worth it.
