I have my fingers crossed for a whole bunch of tech 2 ammo drops when they are released onto the queues.

Doom mongering.
I sell T2 stuff and the price of every item I sell falls every day e.g. 280 IIs and tracking comp IIs. Go check the market in Heimatar. In fact I have only sold a couple of items in weeks due to the continual price cutting taking place.
The sky is not falling on our heads.
HACs might cost a lot, but they are elite ships - I would expect them too as demand will be immense.
Dropping more more t2 bpos would destroy the market for some products and make elite ships no longer elite but standard kit. T1 cruisers would never be seen again.

Just like real life. Bigger and better is always coming along. The old stuff ends up along the roadside.
Its not real life and I dont think the balancing team would be spending weeks on giving T1 cruisers clearer roles if they thought they would vanish from use.

It will not destoy market, it will make it free market. HACs are elite because require heavy skills to fly. And yes, they should became standard kit in time (in the meaning of price and product availability). T1 cruisers will be see because they will be always cheaper, easier to build and to learn for. And after MK2 project they will be quite good in fight.
CCP never intends for t2 to equal t1, or for it to be a 'free' market. Adding more BPOs would be moving in this direction and for those of us who played before T2 they will remember that it became impossible to earn any revenue from production as people began to sell stuff below cost value.
Currently prices of nearly all T2 goods are falling except for those where either demand is exceptionally high - e.g HACs, or supply is limited, e.g Cap recharger IIs (and even the CR II price could be argued to be a demand factor).
Again regarding HACs - they are the supercars of Eve - only so many are built per year and they are never cheap.
Maybe CCP will use this proposed monthly auction system to increase the number of BPOs. I understand the logic, i.e. people will only buy if there is massive demand waiting to be filled - but as I have posted elsewhere it will just put money/power into the hands of the very rich corps. It might mean a price drop for the average consumer but the small to middling corps will be hit badly. It will be a sad day when that happens.

The dropping of BPOS looks to be on a CCP schedule rather than just random occurance.
Yes you can pass on a BPO, but I would recommend that you never do, even the worst BPO can be sold for 1b.
Dont go for the bonus rp paths - the maths dont add up.
Running RP missions is not worth the time. Go do something else.
I would pick one science skill and put all your agents into that field (check out which agents you will use in advance of training) and train up that one skill to level V.
