Cool, thanks for the clarification. Apparently this rule doesn't apply to NPC ships though... since I have had both cruises and torps shot down by one defender from NPCs... thus my confusion.

You are missing the point. He's asking for a weapon designed for Dreads so that they don't have utterly insane DPS. ATM, a caldari dread is a goddammn joke.

Uhh a citadel torp has 650hp. It would take 9 defenders to take down one torp so wtf are you going on about?

You obviously know **** all about missiles, i suggest you at least learn about your own weapon system before even trying to discuss turrets let alone balance issues regarding anything.

Wow. Putting a Cruise missile launcher on a Dreadnaught is like putting a rocket launcher on a Raven.
People fly dreadnaughts to deal enormous DPS against large targets. Citadel torps fail in that respect when compared to other Dreadnaught weaponry. Fitting a Cruise launcher is NOT an acceptable alternative.
