What are deadspaces good for? Are there only for agent mission's purposes or also anything else? mining perhaps? or building POS? generally spoken, why should i go into it, except for mission purpose?

Missions and complexes. There are some nice roids to mine in some missions normaly that's not why you go there :)

Complexes can be a very efficient source of isk if you do it right.
if you have a good group you can easily do 60mil in 3hours in the right place
and of course the end boss drops some nice stuff

Complexes are eve's version of dungeons. They come in different difficulties from 1/10 to 10/10. The easier ones can only be entered in small ships. The harder ones can only be found in 0.0
Most of them are marked out as a beacon on the overview (when you did the tutorial you visited a training complex that was marked out the same, just in another color), but some are hidden and you need to use scanprobes to find it.

and be aware that enemy ships can appear so dont try playing another game at the same time or you might come back to a pod....

and how can I make ISK in complexes? just by killing the rats or is there any other way? and for me, as a newbie in frigate, what complexes are safe to enter?

You would want to try out the 1/10 complexes. Mostly found near your starting system (found several in 0.9 sec systems). Remember though that they are dangerous places. One tip from a Corp-member was to set a Destination in another system in case things got real bad. That way you can just hit Auto-pilot and warp out to safety.
Money is gained in deadspace complexes from bounties on the pirates (rats) found there and from selling the loot gained while destroying them (and their structures). Not a bad deal over all. I went into one yesterday and had 225m3 in loot about halfway through. Then I did something dumb and got my ship blown to bits. Not cool.
