The Unicode erros in that log are weird as there is no obvious unicode involved in your paths. However, I spotted this:

As expected. However, we are currently looking into the issue with non-ASCII based windows usernames. It seems like the 3rd party module which we are using for the self-update mechanism does something weird under certain circumstances, but we are working on a fix for this. If you have SISI Client in the directory with spaces it doesn't even start the launcher.
Normally if you copy and paste eve TQ client it copies into EVE - Copy folder or similar depends on the Windows OS. If you rename the directory to something like EVETest (without space, whitespaces) the launcher starts.
After clearing/renaming the directory of white spaces the SIS launcher/client is working.

My singularity client lives in c:\program files (x86)\ccp\eve (sisi)\ and starts up just fine, do you happen to have logfiles for your problem? The log you posted refers to the current version of the EVE Launcher, v.1.32. It might be that it's failing to self update when the path has spaces in it, or that the updater.exe fails to run when the path has spaces in it. Product Owner, EVE Launcher | Team Special Circumstances |
