I have just lost 6.5 billion in Character Bazzar to a **** who took my isk and didnt transfer.
Problem is he now has my user name which i sent with the isk .........
How can i now change that? |

You can't.
You can file a petition however, and CCP will take whatever action is necessary.

Unless he has the password, is there really much he can do with it? Worth a petition either way.
Also, while you're petitioning things, scams on the character bazaar are a big no no, so petition it and a GM will investigate and give you your ISK back.
Do not argue with an idiot. He will drag you down to his level and beat you with experience.

Write a long clear petition explaining the situation.
Scamming in character bazar is not ALLOWED as far I know.
You should get your stuff back and the scammer banned if what you said is true. |

Scamming people for characters is against the rules, and he will most likely be banned if you are being truthful here :)
Just create a petition and you will get what you paid for (or your money back, but not both)
You should probably mention whether or not you still want the character you paid for!

Iirc scamming through official forums is still a banable offense. Petition from the correct account with all the details and you will get the isk or the char from/through ccp or whatever. May take a while for them to scuffle through the papertrail though so be patient... |

There is no way to change the username sadly. Not even GM would do it.
I petitioned about my username due to security concerns before and all they said is td;lr 'nope'.
Just ensure the password is a secure one.

If you have 5 plex make a power of two account transfer your character to that account and there we go.
A brand new account name at the cost of 5 plex for 6 months.
As far as I know CCP should be ok with it. |

CCP will make it right. And don't worry about the user name, you're 100% protected if you got scammed like this and did nothing wrong yourself.
Change your password to something strong if you're still afraid, and don't click shady links.

Definitely file a petition. Scamming on the Character Bazaar is absolutely forbidden. Anyway, you do know there is a 10 hour wait before you get the character? Did you get an e-mail saying so and so character is being transferred? Anyway, you will get your ISK back if you were legitimately scammed.

I don't know why they haven't implemented ETC-style secure transfers for characters. It'd sure eliminate a lot of the unnecessary hassles with character trading.

I see that ISDs are already investigating your problem. you will get your ISK back soon. However, I don't think you can change your account name, tho you should not worry too much about it. |

This case has been reported and is under investigation. In the mean time I advice you to wait untill the GM's have had time to look into it.
Besides that I advice you not to post about petitions on the forum, as it is against the rules.
