Here is a change I believe would make 0.0 worth holding and grabbing.
The only thing that is not in EVE atm, is a source of automatic isk generation. It would be something worth putting in 0.0, to compete with 4.0 agents.
Here is the general layout.
There are 3 tiers of automatic isk generation:
1.Planetary Resources (Resources that would be used, just not in shipbuilding) 2.Nearby Solar Resources (Rarer Resources used in something other than shipbuilding) 3.High Planetary Population (Taxation of a High Population World.)
Step 1. Survey
You do a survey of the planet or nearby resources with a Civil Survey Team. The CST would return with a report of available resources, solar resources or population levels.
Step 2. Establish Outpost
You establish an outpost, which allows a Planetary Interface. This interface shows you current population levels, resource levels, and various other info.
It also allows you to browse a database of NPC Corporations who are offering Resource Contracts for resources available. The contracts are global, and thus are a market onto themselves. PC Corps can compete for contracts as well, thus allowing economic warfare.
Contracts are constructed as follows:
The PC Corporation enters contract by setting the duration in weeks (up to 1 month) in which a the NPC Corporation will deploy a Jumpship (Random name for a Jump capable Transport) at a specified time. Then jumpship will arrive at a random point 400km from station. A convoy ship will then fly to and from the ship to the station (non warping) for X number of hours. Upon Completion the Corporation get a set number of isk delivered to the corporate wallet and the ship jumps out.
To make things fair, you get penalized for a)losing a convoy ship b)Losing the Jumpship c)Not Completing the Contract
Thus you could interrupt an opponentĘs delivery by assaulting the convoy ship, and/or Jumpship. The jumpship would have defenders but no so much as it would be unassailable.
You could compete on a contract with another PC Corp by offering a higher compensation for loss of ships/longer transfer periods/more frequent deliveries.
Solar Resources would be similar, although instead of the jump ship arriving at the base they would arrive at a system belt, and proceed to mine random roids for x amount of hours.
High Pop Planets would be the ultimate cashcow. You get x amount of isk per population level. In return, you would be required to maintain a certain sec level for that system. You raise the sec level by the more npc pirates you kill in that system. You lower the sec level by allowing the pirates free rein. Also when you take possession of such a system, you start getting random pirate spawns attacking the outpost or random ships in system. The spawn would be rare enough not to be a daily incursion, but frequent enough to be something that needed to be taken care of.
There would be 3 tiers of planets.
Tier 3 would have only planetary resources. Tier 2 would have planetary and solar resources Tier 1 would have all 3.
By having these in game, it forces Corps and Alliances to defend these points to the upmost, therefore forcing the fight at times. I believe something like this would be the solution. Also, this would give pirates something to do as well and a place for the profession in game. Maybe even give NPC jumpships the option to pay ransom for allowing the jumpship to go free.
