It make's it so that you can't retract the war; or stop it by not paying the bills. One side has to surrendur.
And it makes it free :) --------

If you war dec.. you pay a 50mill bill.
The GM's told me that the next day 24 hours later the opening bill is repaid when the enemy click mutual..
then you are locked in... both parts need to agree to unmutual it.. in essence.. dont click the button for the long term ;) ==============================================

Do you set the surrender conditions when you declare the mutual or when the other side wants to surrender? Also can you scam the enemies? I mean if they surrender and the conditions is 2 billion and they give it can you decide not to accept the surrender but still take the isk?

Its supposed to bring up some trade window. Both sides can enter money etc and if both accept the war ends.
I think.

sadly in eve most alliances would rather disband then to admit defeat and hence only 1 executor in a 1 man corp will be left in the losing alliance and nothing will be paid :D
In my pov corps should be locked in their alliances after a war became mutual or a war is active. This would prevent wardodging.

or the only way they can leave the alliance is by surrendering

Make it so that when corps leave alliances with mutual wars they cant get out of the war without surrendering themselves. This would stop the problem of disbanding alliances to avoid surrender terms. A majority of alliances would accept the surrender terms from the corps leaving the alliances anyway.

You can end a mutual war as follows:
Either side uncheck the mutual flag The side that war dec'd can just end the war and/or not pay the next war bill
No need to surrender.

Not true,
The entity the war is declared on, can right click on the war, and select 'make mutual'. After which no more bills will sent or isk needed to continue the war by the declaring side.
At any time, the recipient of the war can remove the mutual flag which returns the war to a normal war where the declarors will get billed again.
As normal, the declarors can cancel the war with the normal period.
All the mutual does, is stop the declaror's need to pay for the war.
