Being an asian myself, though I grew up with the western culture. I have to say that this is a good move on the part of ccp to separate the chinese server from the international(tranquility).
Chinese or asians in general have very different views on how they play videogames. When i was playing Ragnarok online, i tried out the US, and asian servers and found that the asian servers were filled with macroers and cheaters. GM's dont do anything since all they want is the money. The culture in asia for years has been influenced by piracy and we all know the problems that brings. So it shouldnt surprise us if people there are more likely to cheat or purchase/sell online items. Thats just one way they can make money. Especially since alot of asians have shallow pockets. So they will try and make money however they can. It seems the Japanese are among the few that dont cheat. It must be the sense of honor they have.

Stay on TQ where they could get banned? Or go to the asia server where it's allowed?
Stay on TQ where they have been for 3 years, and keep selling the ISK for a far far higher $$ value than they ever could on the asian shard.
It all comes back to that risk vs reward factor.
As for CCP's stand on things... its not about keeping the players happy, its finding the way to line their pockets as heavily as possible.
Oh shutup...
If there are more people buying/selling on ebay, the price will go down. It is not going to effect us at all. God some of you whine.

Well on teh brightside, it may actually improve CCP customer service, and their coding, since if some Chinese dude pays $500 for a dreadnaught, and then gets wasted from a server issue. If they don't get reimbursed ..... those guys SUE!!
