Module: "Heisenberg Amplifier" Decreases the accuracy of navigation systems by exciting the molecular structure of the navigation computer neural network. Base accuracy decrease: 5% + 3% per level of "Heisenberg Theory"
5) Give a "base" 50% bonus accuracy to empire travel in >=0.5 systems when not at war. Increase "safe" travel speed in "safe" systems. If your corporation or alliance is at war, only skill bonuses apply, the same as they would do in 0.0 space.
6) Add warp "Jump Gate Activation Count Down Timer", e.g. it takes 3 seconds for a jump gate to activate. If you are warp scrambled at a jump out this time increases by 3 seconds per warp scramble point. Warp core stabs can counter this effect too.
So put it all together:
1&2 - get rid of current instas and stop them from being remade. 3&4 - Increase travel speed based on skills and give it an ability to be countered. 5 - Increase travel speed where it's going to be "safe" any way. 6 - Ships that are trying to MWD through a gate still have to wait a "few" seconds as the gate responds to the activation request.
Just some ideas that I feel are balanced, but others will undoubtably arue with them, and I would hope that it encourages some fruitful and intelligent discussion 
heck, why not just give griefers a "I win" button to use instead, one click on it and whom ever is near the gate, pops...
insta's are just fine, if the so called pirates want to have victims, they can hunt at the belts (real pirates dont care about insta's, only those wanting to grief do...)
