Would Blu Girl be anyway related to angrycow by any chance ?
It's probably Norad, sprinkled with some Smite Brotherhood maybe. We've been neglecting Outer Ring somewhat of late, sending infrequent gangs down there instead of a more constant presence.
But, if something starts growing there we really don't like, we'll cull it like we did IMP.
Maybe Norad, for a relatively small and weak alliance like yours, it would be good to pursue a less hostile relationship with your stronger neighbours. Making the same mistake IMP made would suggest meeting the same end IMP has.

Oh, you better dont underestimiate NORAD, thy are used to figthing and thy greatly improved from times BNC was a member

Don't **** about, Norad are there (4c-) because we let them, for now.
