Chamberlain Karsoth, a symbol of the most corrupt and ruinous elements of the Empire. One of the few publicly known 'black nobility' - those who have sold their soul to the Red God in exchange for power, influence, and money. Many in the Empire and Kingdom strive to stamp out the mechanization of the black nobility, but they have lived on for tens of thousands of years in the shadows, attempting to twist the policies and programs of the Amarr to their own end.
Make no mistake: The black nobility exists and it exists in every corner of the Empire, in every government and religious organization, and along all rungs of power.
What, you ask, does this have to do with the immortal clone soldiers known as 'dusters?'
Evidence points to the Empire being the birthplace of these dust soldiers. Their immortality granted by a new implant that shows little resemblance to current Jove or Amarrian tech.
What is the source of this new technology?
In Imperial space, there are many ruins of the Takmahl. A fallen empire that utilized cyber-technology of a sophistication and design we have yet to truly comprehend. Also the precursors to modern Sani Sabik!
What does the Sani Sabik believe? That clone blood is the most pure and its spilling pleases the Red God like no other.
Dusters are cloned soldiers and as they fight, hundreds of clone bodies fall, turning the battlefield into a fetid pool of clone blood.
This is what I believe happened:
The black nobility discovered this technology in an ancient Takmahl ruin. They used their power and influence to start the clone soldier program in the Empire and then 'leaked' the technology to other nations. Their plan is for every part of the cluster to become a giant abattoir, washing planets in mass produced clone blood set flowing during sacrificial battles.
The Templars were 'first-gens' who have the original Takmahl implants that were designed to drive their user mad and so the Empress' current purge is an attempt to destroy all evidence of the Takmahl connection.

Having read Jeil Ni-Young's 'Into the Black,' I can say your reaction is quite predictable.
It must be annoying that all those Imperial Sani Sabik get to play with their mind-washed immortal clone soldiers, creating bloodletting orgies for the entire cluster to see while they get paid by oblivious government officials for providing them with mercenary groups, and they didn't even offer you a slice of the pie.
Meanwhile, there you are in Khanid low-sec, sacrificing various pirates and haulers of limited intelligence. Most of them have so many chemicals floating around their bloodstream it's surprising they don't glow in the dark.

Why would they do this? I see no sensible reason for it.
Would be better to keep the technology for themselves and start a 'abbatoir' like campaign that way. Blood is only a ritual, their sects are about power first. |

Blood is their ritual, not their goal. Their goal is power, wealth and a meritocracy where the worthy rule and are supported by the masses, instead of the current way in the Empire where people are "born" into high or low status regardless of merit. Could be that a low-born Ammatar under different circumstances might be more capable than an heir, but he would never get the shot to prove it. That's the core of what Sabik is about from my understanding of it.
Their focus on capsuleer blood being more pure, is because it comes from a more powerful foe, and therefor more holy to them.
I doubt they are touching themselves at the prospect of drinking dirtsider blood of clone-soldier muppets. |

The creation of a large, immortal fighting force that will soon dominate ground combat across the cluster and further destabilize troubled relations. They're certainly getting (more) wealth and (more) power out of this.
But the simplest reason is because they believe God exists and that such things please him.
Please remember that even if their religion involves hedonism, self-centeredness, and ruthlessly dominating those they see as weak, they are as devoted to their god as we are to the real one.

Well, any self-respecting Blood Raider or Sani Sabik with a modicum of intelligence would *keep the secret for themselves*. If they go rogue and become unstable eventually, then you are still left with the plan you describe.
And, considering the crew losses Blood Raiders incur, using the tech to provide crews for their ships would probably save a lot of isk for training programs.

Oh please, I'm not that powerful, I can only punch right through a tritanium block. And our weapons don't break bones or melt skin, they shatter bones and spontaneously combust non-protected users on fire.
But seriously, I already overheard you talking about the theory in the Summit, and I will repeat myself here:
It is an interesting and certainly plausible hypothesis, but in the lack of any concrete proof to support your speculation I go with the general consensus that the implanst are Sleeper origin.
