I just got a caracal and put on 4 heavy missile launchers and 1 assault launcher and started doing lv 2 missions. I've noticed that against frigates and smaller fighters/drones my heavy missiles will actually do less damage then my light missiles. Sometimes my heavy missiles will do almost no damage at all against smaller targets.
Could someone explain why this is happening? And is there any equipment or skills that might fix this?

Yes, there is a skill called, "Guided missile precision."

Signature radius and speed influence missile damage. If the signature radius is less than the missile's explosion radius, the missile does less damage. As for speed, well, that's not what's happening here, but really fast dudes take less damage from missiles too.

Guided Missile Precision might be a long time away training-wise. Try fitting a target painter in the meantime, see if that ups the damage a bit.
That been said, for level 2 missions 4 heavy launchers are a bit overkill. As you have seen, heavy missiles tend to do little damage towards small targets. Level 2 missions have got mostly frigates in them, so you might be better served with fitting 2 heavies and three assaults. At least until you get your Guided Missile Precision skill up. That has worked a charm for me anyways.
On a long enough timeline, the survival rate for everyone drops to zero. |

Also you could try mounting a webber or two, though the down side is you have to let the frigets get within 10k for them to be effective. As mentioned above though for level 2 missions Assault launchers are the way to go, and in my oppinion, even at level 3 they are more then just useful. I haven't done the math, but I'd say I can do more damage upto 30k with 3 battaries of Assault missile launchers, due to the highet rate of fire, then with 3 Heavy Launchers at the same range. Also I've found that many level 3 missions throw you straight into the fight, with the rats being 10k or less, again her is where assault launchers come into their own.
Again, just my oppinion. I feel that the heavy launcher is somewhat redundent at the moment, for real long range heavy hitting you need to be looking at Cruise or Torp launchers, so for me the heavy launcher is a somewhat redundant weapon class

A web is useless for missiles against npcs, even if you use torpedoes the target need to travel faster than 1000m/s before you start to see any real damage reduction.
While there are some npcs that can reach speeds above 1000m/s but they never hold it for long.

The only NPC a webber is helpful on is the Spider Drone - Proud member of the [23].
