Strength of warfare link: 30.1875% Unmodified MWD velocity bonus: 662.8125% Overheated without links: 994.21875% (+50.0%) Cold with links: 862.899023437% (+30.1875% over unlinked) Overheated with links: 1255.06754311% (+89.3549% over unmodified, 26.2366% over unlinked)
This indicates that the bonus from the warfare link is only being applied at 86.912% effectiveness, which is the exact strength of an effect in the second-rank stacking penalty slot (since the warfare link of around 30% is weaker than the 50% from overheating).
These stacking penalties are already accounted for when computing optimal range for overheated webs and warp scramble modules, and there is no stacking penalty yet for the links that reduce the cycle time of repair modules. It appears that the stacking for propulsion overheating was either overlooked some time ago, or added to the game only recently.

3 different link stats are now subject to stacking penalties. Max velocity, agility, and locking range. This may account for what you are seeing.

No, it doesn't.
Actually, it does on a semi-random basis. If you've dled this from that site enough times (like every version for years on end) you will eventually see it. I use the second link.
