Absolutely none of your characters abilities has changed. The time it takes for you to gain other abilities has changed, but that's as irrelevant as if they altered the time it would take to train into Titans.

CCP said "If you can fly it before the patch, you will be able to fly it after the patch."
Nowhere did they say "If you can't fly it before the patch, you'll have the same training time to fly it after the patch."
You could not fly those racial battlecruisers before the patch, now you still can't.
You knew the patch was coming. You knew skills were changing. You failed to adjust your training to make best use of that.
Depending on how definite an announcement you're counting, they gave you 18 months, 7 months, or 5 months warning to train at most ~38 days worth of skills (in your case, just 4 days of skills).
The only thing suing CCP will accomplish is likely getting you banned from EVE (and any other games CCP may eventually produce).

yes as partialy trained lvl 5 BC and lvl 2 frig, but by rules you all talking about i must have nothing and bc skill removed.
You got the exact amount of SP you had invested in BCs/Destroyers reimbursed because you couldn't fly any battlecruisers/destroyers.
So, what's the problem?

As I thought, you expected to be able to game the system and get 4 times the SP you invested into battlecruisers.
Because you had no racial cruisers trained, you got the exact amount of SP you had invested into Battlecruisers returned to you. Just like it says in the Dev Blog.
