I do not consider someone worthless because they choose to explore the npc content of the game instead of griefing other people and can actually find ways to entertain themselves that don't involve ruining other peoples gameplay.

Its all a matter of risk vs. reward. Most pirates I've run into are carebears who sit outside of engagement range, pod anything that comes through, including worthless newbs who offer nothing of value in return, and run at the first hint of challange.
after getting wtfpwnd in "pvp" against opponents most can;t even target back at an early age most newbs are trained to beleive 0.4 and lower = suicide, because for them thats exactly what it has been.
Fast forward 4 months when these same newbs have 50 mil in implants, 20 mil in ship & mods and stand to lose 60-65 mil after insurance, which at there young age is a lot of resource to recover and most likely represents there entire financial resources outside of a newb mining frig.
So smart guy, answer me this, what is there in 0.4 space that isn't in empire that is going to earn them 60 mil to recover the loss when it happens over and above the income they generate already on empire space?
Mining? where would a pirate look first if they saw newbs in local? the belts maybe??
Hauling? uhh, can you say gatecamp? I knew you could...
Missions? - well, maybe ya got me there, because I haven't run any low sec missions, but I have heard a lot of complaints about the mission rewards not being vastly better then empire so I strongly suspect I'm right and these aren't worth jack.
The problem isn't carebears, pvp or non-pvp types, the problem is the initial cost risk of low sec way outstrips the potential reward which makes this a CCP problem.
Until they ease the initial cost of low sec there gonna keep having the same problems with overcrowding etc in empire.
They either need to eliminate gate camping or increase the risk factor considerably for the campers to equal the risk factor to the newbs or they need to reduce the cost, i.e. implants don't go away.
Now, I realize pvp is supposed to hurt BUT I would contend that given the current state of the game pvp does not hurt the people it needs to i.e. the hardcore pvp-er because they have been playing long enough to absorb the costs as trivial overhead but instead unecesarily punishes newer, less well of players to such an extreme as to stunt the games growth and player expansion in a crippling way that needs to be looked at.
