Think of it. Warp to belt, see roids on overview, lock onto the ones closest to you and mine. Do you check every asteroid you have locked onto to make sure no one is mining it? If you are you are wasting valuable time. Losing time means losing isk. I doubt many people actually look for the one rock that another miner is mining and then choose that one rock to target. They just lock onto what is closest, and if someone else happens to be mining it that doesn't mean that they are claim jumping as no one can claim rights to any one belt (well, officially that is). As soon as their closest rocks are gone, then they move onto the next.
Occasionally someone will harass you and then you have many suggestions above on how to deal with that.
EvE is a harsh environment that is somewhat akin to the old days in the wild west in America - I suggest that you find a good corporation to join, one with Orca support and voice chat. Makes the game more enjoyable IMO.
Happy mining, glad some like to do it as I hate it with a passion :)

First rule after the first rules of Eve is that when anything (including your own clone) undocks and enters space, it's not considered yours anymore unless it's in your hanger or in terms of yourself, in station.
Prior to the changes made to mining barge changes, it is rather easy to suicide gank with high success, but I wouldn't consider in my personal experience, that nowadays, with even a medicore fit mining barge, you'll be able to solo catagank anyone. That was from a victim of multiple "attempted gank" experience, not that I've ever tried to suicide ppl yet though I'd love to do that one day, but those buffs to mining barges now hardly makes it worthwhile so far as even with a success run, I'll probably end up losing more than I gained, unless 'that' possible drop of tear is worth more than I have imagined (one day it might...one day).
Of course, as you haven't mentioned what ship that roid KS'er is flying, if he is in anything that is not properly fitted or other mining ships that have poor EHP, go on and blow him up if you really feel the necessity to say...teach him a lesson of manners.
*PS It is intended mechanic that, there exists this type of scenario, as it potentially leads to conflicts - and perhaps violent ones. That's what devs want in Eve as well as what many players want! More ships blowing up!

P.S. while the above poster believes it is bad manners to ignore your message, this poster assumes that there are "In-game morals" that everyone playing EvE should live by, and if they do not live by his/her morals then someone has bad manners. This is not so. This is not the real world, this is a game and you can choose to play the game within it's intended framework how you wish. I have landed in belts with my orca + miners and have been met with many different forms of curse words or other personal attacks simply because I will proceed to vacuum a belt empty before a solo miner can put any sizable dent in it. The most you will get from me is perhaps small talk at some civil level but other than that I am in the belt to gather as much resources in as short a time as possible and be done with mining for the remainder of my playing session.
And yes it is my opinion that other miners be damned and if they reckon it to be bad manners then they have perhaps misunderstood the nature of the game - "eat or be eaten". When my crew suck up a belt with a mining fleet, yeah we don't care if there is anyone else there. That wasn't the situation for the OP however. Two miners in a large belt don't need to shooting the same rock.
True, just making the point that nothing in space is technically "yours" in any manner, shape, way or form when you hit the undock button. Sure, someone might be trolling you for ***** and giggles or simply baiting you.
Firstly (and I think it has been said already) is that if you consider it to be bad manners then that is born out of your own code of morals and ethics.

I would say its bad manners, but as others have said its up to the individual how they play. Others like doing things just to annoy you, or he may not have noticed you were mining the same rock.
If you want to mine in peace, maybe try and find a more remote place to mine.
