The first sentence is a question leading up to the point.
The second sentence is the point.
There is no second point.
Furthermore "people of the Republic" the CEO in question has twice been a "member of the Republic," once as a member of Republic Military School, and once as a member of Sebiestor Tribe. So, a "rabid cattle who should be chained" has turned out to be Mr Pryce's better.

A statement broken down into 2 parts does not constitute 2 statements.
Furthermore specifically he said two "points," a point is an idea that one is trying to convey. We received one idea (that the CEO is not part of the Republic hence its not about race.) There is no second point.
It is well understood that the above is mere sophistry, nobody really cares if it's 1 point or 2 points, but it goes to discredit the original idea, which was more sinister.

We can ignore the second part describing the "what" and focus on the "who."

"People" and "the Republic" can mean different things, could mean people born in the Republic, could mean "Republicans" (altho why would one would say "people of the Republic" rather than "Republicans" which is shorter and more concise) could mean people living in the Republic, or just visiting. We don't know.
