How about separating the boosts from the industrial core and make them active at all times like the orca. And if that can't happen, giving it immunity to ewar (similar to supers) might make a rorqual pilot less worrisome about taking his precious Rorqual onto the field.
I think as a whole the rorqual should be able to fully support a deep space operation like the description says. Needs to be more self-reliant and able to support its more vulnerable "children". When I get the time I'll post some more specific ideas. |

I would honestly like to see it get a complete overhaul to focus on a role as a fleet support ship. Pretty much being able to provide for all the needs of any type of operation. Provide all necessary support for the weaker ships on the field while still being able to rely on itself. It already has a similar platform in place but lacks a few things.
Also, keep in mind that the more impressive the improvement, the higher increase in mineral cost and skill training
I'm going to compare it a lot to current capitals and still try to make the distinctions for its industrial purposes: (Note: these ideas were written on about 4 hours of sleep, 16 hours of work, and many caffeinated drinks. There will be errors. Please forgive)
Note: I want to make the distinction that the Rorqual and her little sister the Orca both lie in odd positions of ship class progression compared to their combat oriented cousins. The Orca is a capital yet seems to mostly have the physical properties a a battleship, with a little of the capital utility. The Rorqual is classified a a fully fledged capital ship, but its stats seem to suggest it lies somewhere halfway between tier 3 BS and a carrier and again, has some capital utitlity. Keep this in mind as it helps understand some of the decision processes I made to make these conclusions.
Industrial Core - this module is essential for any Rorqual and the ship loses about 70% of its usefulness without it. And it has some serious drawbacks that affect the ships intended purpose greatly. 5 min cycles where you're 3.5 - 4 bilks a big juicy target in any system it's allowed (low/null). But this activation is required for its main purpose: boosting. There is no other ship in eve that has to do something like this for it to use its bonuses effectively (it may be understandable since the boosts are relatively large). If this ship is to be able to leave the safety of its pos bubble in order to perform its other duties as well, this needs to be changed (especially if the rumors of killing OGB become true). The command bonus might need some tweaking in order to separate them fairly but the rorq still needs to remain the best booster. This kind of change could require an increase in skill requirements as well. Possibly Warfare Link Specialist V in addition to other prereqs (they did a similar change to command ships).
Ewar Immunity - why? It's just a regular Capital! Only supers can get that bonus silly goose. Well without trying to explain the progression chart again, lets take a look at reasons why it could be implemented. It makes it so a rorqual pilot is more confident in his abilities to escape when danger arises. And this is good. Exhumers and barges will feel more comfort in having this big guy on the field protecting them with its powerful drones and extended shield repair range (Remember this later on as well). So, for the most part, I just want the the rorq to be immune to warp disruptors and scramblers. It may be possible to still be jammed or damped. Main Point: form of defense that allows more time on site with less risk to self. Not much to do other than small increase in mineral costs I guess.
Industrial Jump Portal Generator - this would either be a new module similar to the original or the normal JPG with certain ship-based restrictions. The idea is to have the ability to leave the relative safety and comfort of your home system in the pursuit of mineral wealth. Quite a few of the buffs I have mentioned and will add tie into making a traveling op more viable. The JPG would have the same restrictions as the Rorqual's ship hangar, only Indy ships. Although not essential, it could also be possible to allow an Orca to use it as well (and no freighters won't be allowed, I know what someone thought it). Why not just Titan do it for you? When you can find a Titan pilot willing to take his ship on a mining op in some oddball system, then go ahead. This also sets up a platform for future changes CCP might have in mind for mining as a whole: Nomadic Corps/alliances, systems fluxing in ore. Main point: Increase fleet mobility as a whole. Adding this could add JPG I into the mix as well (similar to Titan). Most cost increase would come from the module itself and a larger fuel bay to accommodate (not too big though. Not bridging 50-200 man fleets here). It might be necessary to nerd it's jump range slightly as well if combined with the expanded cargo I will suggest soon.
Larger Ore Bay/Cargo Bay/Fleet Hangar- this is necessary since A: if you have 5 or more miners (even if they're Mack's or skiffs) the total cargo hold of the rorq will fill up pretty fast. Now this is where ore compression is supposed to come in. However, with all bays full it can still take up to an hour to compress all of the ore, which means your hold might be full again by then. So I think that 1,000,000m3 bay would be a good start. And an increase in cargo bay to approx. 100,000m3 to have a separate destination for compressing (the plan is to not let it go higher than about 225k with rigs and expanders). I probably just made some JF pilots blow a gasket, but I want to explain how, at the previously stated levels, the ships hull cost could go up 100-200% to possibly twice what a JF goes for. So it won't render the JF irrelevant in any case. (Actually this might be too much cargo. I'd really prefer to hear feedback and opinions on this, but I hope my goal was made clear: on site sustainability). Fleet hangar doesn't need much of a boost, just enough so if doesn't take 3 steps for a Mack to unload its 35k bay into the 30k hangar.
Ok. I'm going to leave it at that for the moment and catch some sleep. I'll elaborate on some more specification changes i.e. sensor systems, tank, size, agility, etc. and possibly a few more new things as well.
Just remember as you read, take each part at a time. It's still just main goals and ideas. No specifics yet. |

I couldn't agree more on that. Not just for this situation but for most activities in general. It's no fun when you have to constantly rely on a POS to be able to use something effectively or without undue hassle. I'm trying to keep this as the main goal but I have a feeling I'm getting distracted by my own desires rather than the needs of the ship. I'll try to keep that in mind as I continue on. |

"Many corporations are reluctant to place such a valuable ship on the front line for a mining operation, unless defended by a sizable force. POS safe-spotting is a common practice where the Rorqual sits just outside a POS's shields, where it is available for bonuses and compression, but is not in immediate danger as it would be in the belts. Because of its ability to carry large amounts of ore in compressed form, it is often used as an intermediate transport when a Jump Freighter is not available."

Even the EVE wiki agrees, no one wants to risk this ship because the risk out-weighs the rewards. What can I get by leaving the safety of my POS? Dead. There's not much benefit to risking this ship. It has the right platform ideas but not the ability to implement them. It needs the ability to become an active participant in the fleets it's a part of.
"unless defended by a sizable force"
Lets be honest here, other than some guy who happens to be ratting nearby, mining fleets never have combat pilot support. Even corp/alliance ops have minimal protection. The rorqual should (to some extent) be able to fill this gap on its own. |

If a POS bubble type Indy core were implemented (not my preferred solution) it could follow similar rules to cloak activation. Lets say the bubble has a 10km radius. There would be a 15km radius beyond that which would need to be clear in order for the bubble to activate. This means a 25km distance from any object. Now I believe the shield would simply be an extension of the ships own shields so using capital shield boosters and the ships resists would determine what amount of dps is needed to break the tank. The sole purpose of the bubble is to simply have a way to protect the barges. I still think mobile POS bubble is a bit much but I see how it could have some advantages.
When it comes to capital kills, it all depends on the people. Some people are willing to go anywhere for a good kill. While others might think going out 30 jumps is a bit much. |

Who says the bubble is limited to industrials? If a combat pilot had to go the long way out to a mining site shouldn't he at least have some sort of sanctuary as well? It could be set like a normal pos based on whatever the pilot wants. He could even begin sacrificing light blues by changing the settings to appease the pirates.
That being said, it might not be necessary to have a reinforce timer or similar mechanic if the rorqual has a JPG. Simply keep the bubble up long enough for friendly cyno to light and activate portal once the cycle stops, safely removing most of the barges with it (some poor dude might get blasted off field before he can jump). If a force field bubble is implemented then their might be some sort of delay timer for this though. |

I guess you also think they should bring back the old doomsday, 100mn tengus, and super capital log off mechanics, right? Not everything was made perfect the first time around. That's why we have a huge rebalance effort going on right now. |

If the bubble idea were implemented, would the fuel consumption of the Indy core remain the same and would the fuel bay remain the same as well? |

I wish they could update te fleet UI so it could be oriented for certain purposes. Make it easier to see who is mining what and how much etc. etc |

@Kraal Utrecht if the Rorqual became a super (unable to dock) and had a very large mineral bay in addition to its ore bay I could understand this refinery tool being necessary. |
