I haven't been playing that long so i'm a right noob <sorry The mission Double Agent is causing me no need of hassle
I have to kill 1x The Gallente Navy Soldier and 2 x Support Frigates My ship MOA 3x Dual 150mm RailGun >antimatter charge 1x 250mm RailGun > antimatter charge 1x Heavy Laucher > Scourge Missle
1x Cap Booster 1x Small Shield Booster 1 2x Medium Shield Extender
3x Type E Power Core Mod 1x Basic Co-Pro
2x Valkyrie Drones
I can't even kill 1 until my shield is at 0 then I really have to wrap out, my 150mm Railguns don't seem to do much damage, Im a bit lost what too do ?

Highslots: The guns depend on you: - Dual 150mm Guns give better tracking, which means they can turn faster and fit small fast traveling ships (frigates) alot better. However they have less range and damage vs. cruisers than the 250mm. There is little point just having one 250mm railgun. IF you want dual 150mm mostly, just get 4. Now since Dual 150mm railguns are easier to fit on your ship (take up less pg, cpu), you may be able to fit 2 heavy missile launchers. This is be a great help to killing cruisers. If you cant fit that, try assault launchers (dont go standards).
Medium Slots: You probably wont need a Cap Booster. Shield Extenders have their uses but here your slots are better taken up by shield hardeners. The active type work best and arent too hard to run, even with low skills. So try 1x Medium Shield Booster (named if you can afford it) and 3 hardeners. If you cant fit that, you can put a capacitor recharger in your 4th slot or a passive hardener (which you dont have to turn on).
Low Slots: Make all power diagnostic systems which will help your powergrid, shield recharge, capacitor recharge and much more. DONT USE CAP RELAYS, they give a penalty to how effective your shield booster is.

EDIT: Use as many light drones as you can. With lvl 2 missions, you will face more frigs. A total of 5 can be put into the drone bay of the moa

Here is an answer from a newbie... I used to have the same problems with Level II missions. Then i found out that having all sorts of different railguns fitted on my thorax, was not helping at all. I unfitted my 250 railgun, and my 200mm railgun, and everything else, and fitted 5 150mm 'scout' railguns. This also let me use a lot of more powergrid, since 150mm 'scout' rails use much less powergrid. 150mm prototypes are even better, but more expensive. Ever since i fitted the five 150mm scouts, never had a problem again with any Level II missions... I use lead charges, and keep some antimatter charges in my cargo for close encounters... But they hardly ever have the chance to come too close. You may want to try that tactic and see if it works for you also... Regards.

Hi
4 x 150mm rails 2 x assualt launchers
Mid
1 x Medium shield booster 3 x Active hardeners (thermal and kinetic)
Lo
2 x Magnetic stabs I(increase hybrid damage) 2 x Power Diagnosis Units
Drone Bay
2 x hammerheads 1 x hobgoblin or 5 x hobgoblins
Also use flame burst light missiles.
You should be able to fit this setup even with your lower skills 
This should see going through lvl 2 missions easy also should work for some of the easier lvl 3's.

I just did mission myself and the encounter you are talking about is a real bastard because the two 'support' ships have armour repair and swarm as soon as you warp in.
After warping out 3 times I managed to kill one and then it was downhill from there...
- Kill the Soldier cruiser first. It goes down easy.
- The two Support Cruisers swarm you straight away, so turrets are going to be less use than missiles. Assault Launchers are your friend.
-Make sure your drones are attacking the same target as you. You want to pile on as much damage possible to offset the armour repair. Twice, I nearly destroyed a cruiser only to have to warp out and come back to find it at full health...
-Don't be afraid to get into your armour if it means destroying a cruiser. One cruiser doesn't pose a serious threat.

Shield Hardeners make a huge difference.
My mid set-up is Med. Extender - 32% Passive Thermal - 50% EMP Hardener - Afterburner
This gives me around 50% to all shield resists, with increased shield capacity

The other option is to use blasters and get up close, also don't use an EM hardener mate gallente only do kin and therm damage.
