Someone can sell for whatever price they like to whoever they like. The only thing they can't do is take someone's isk and not send the character, if you send isk and they send it right back then nothing wrong has been done. |

You are right, the rules set up by CCP on character sales are quite clear on matters like this. They state, among other things:
Agreements on the forums or in game, or winning an auction does not guarantee a character will be transferred to you. The seller may choose to renege on a deal at any time, prior to the transaction being completed.
I hope that clarifies it.
