Scan resolution: Your ship's lockspeed is proportional to 1 / (your scan resolution * target's sig radius)
Sig resolution: Your turrets' tracking is somewhat proportional to target's transversal speed / (your weapon's sig resolution * range * target's sig radius) . This gives medium guns with the "same" tracking numbers an inherent ~3x bonus over large guns, and small guns a similar bonus over mediums.
Explosion radius: Your missiles' damage against an undersized target is proportional to sigradius / explosion radius, with a cap at 1.0. So a target half the size of your explosion radius will take half damage.

Thanks for the reply. So it is better if both your ship's sig radius and scan resolutions are as low as possible? I'm new and just trying to figure out what gives the best advantages in combat. Thanks again!

Scan Resolution of your ship is compared with the target ship's Signature Radius to determine the time it takes to lock on. For example an Industrial ship will have an extremely low Scan Resolution, giving it a huge lock time. Smaller ships generally have better Resolution, so are the quickest lockers.
Larger Signature Radii are quicker to lock onto, so in general bigger ships which have a larger Signature are quicker to lock onto.
Signature Radius also determines how easy the ship is to hit with various weapons. It is compared with a missile's Explosion Radius, if the missile's radius is larger than the Sig Radius then the damage is reduced proportionally.
Similarly for turrets, it's compared with a turret's Scan Resolution to determine the chance of getting a hit. Large turrets with high Resolution find it hard to hit small Signatures, but it's a bit more complex than for missiles.

Under the tab to your right that says Player Guide, and the last entry on that page explains tracking with an interactive guide. It's very helpful.

How do you work out how long it takes for someone to lock a certain sig radius? (What's the formula?)
