I want to run some tests on the effectiveness of weapons and modules and the only way to do this is to have a corp mate sit as a guinea pig and let me shoot at him. My corp mate is fine with this but what is the best way to do this without Concord giving me the hairy eyeball?

I know that if they're in your corp AND your gang, CONCORD won't do anything. I don't know how it works if both of those aren't true, but I thing CONCORD would shoot you if you weren't in the same corp.
But yeah, just be safe and gang up, and you'll be fine.

Or you could go onto the test server.

...Ganging will not protect you from Concord!!!
To not have the waith of Concord on your back, you must do ONE of the following:
-Have all parties involved in combat in the same corporation. Starting corps do NOT count! -Be in low security space (<0.5). Just stay out of sentry gun range. -Be in separate corps (again, non starter corps) and have an active war declaration. If both corps agree to the war dec, the war fee is waived. -Try the above out on the test server. Well, Test-server is not suposed to be used for "fitting-testing", doing so can get you banned from the test-server.
but in short, be in the same corp (newbie corp does not count), 2 diffrent corps and war-declare each other. you can also go to a belt or planet/moon in a 0.4-0.1 system and shoot each other, but you will get a Sec-hit and be "free for all" for 15 minutes (sentries will attack you).
Or go to a 0.0 system and fragg it out, there neither of you will be defended by sentries/concord and you will not get a sec-hit penalty.

It is also handy to note that Smartbombs and ECM can cause concord to attack you if you are not careful.
Even if the individual is not in your corp, and you use ECM which scrapes a allies drone, Concord come in. --- Order Now!
