So you build Ravens IRL? You know exactly what it's made out of and what makes ships heavy? Right.
Necessity is the mother of invention. The Apoc uses weapons that are limited to 15km max range. Torps go out what, 100km? Even as that stands the Apoc is a whole 2.3% lighter. That amounts to practically nothing.
You don't build ships fast unless there combat effectiveness relies on it. Ravens don't depend on speed, stop whining ffs. ________________________________________________________

Doesn't the backstory talk about Caldari frigates being agile (condor is, crow is ect). If not it doesn't matter anyway.
Balance > Backstory (i really shouldn't have to say this)

Also, what does tech 2 ammo have anything to do with backstory? Does backstory say that Amarr are forever condemed to doing EM and Thermal for all eternity?

Not nessesarily, but Caldari is the last to enter combat, last to lock and last to warp out again and easiest to lock... To balance that up, we can lock far (which is nowhere as useful as quick lock) and we have negliable stronger sensors compared to say gallente...
