Not going to happen, and if it does then all you've done is make people less likely to fight. Which is just annoying.
A sensible penalty which further cripples your fighting power compared to someone without? Quite possible.
In actual fact, I like the idea of each WCS costing you, say, 20 energy per WCS when hit with a scrambler or disruptor. Per cycle.

Maybe you need a better class of enemy?
Or just use the tools provided? I agree that they need a penalty, but something where a single one cripples your setup? Bleck.
As I said, it would just inhibit PvPing

And stop with the "if you mount WCS you can't fight" suggestions. which make up 90% of the thread. It's not gonna happen (and don't claim that's not precisely what you're asking for either, please). Losing 20% cap is massive for combat, AND it slows travel (since less cap = shorter warps).
Given interdictors, warp bubbles and the T2 scramblers/disruptors....
If you want to "fight or flight..." you want to make numbers count, not skill, ships or similar factors. Meh.

So basically what you are doing here is encouraging gank squads. That still doesnt fix the problem of small fights being useless.
No, that'd be CCP encouraging them by making tanking better, and changing the stacking penalty.
I'd of expected certain OTHER changes alongside them which haven't happened.
(And a lock penalty? Meh. When they have 2 targeting computers, like they'd care about a 40% lock time penalty. Cap, on the other hand...)

Actually, the artificial chokepoints of gates are why ganking happens.

Not in favour of highslot. Not only would it mean adding utility slots to haulers (T2 battle haulers with nos, UGH), sniper Tempests with 6 1400, 2 WCS, etc.
Just make em knock 5-10% off cap each allready.

Think they can make them wcs only or restrict offensive mods in them.
And i think your cap penalty will be unbalanced considering the difference in cap recharge between ships and the use of cap booster is beeing boosted with next patch wich makes it even less of a penalty to anything big.
Er...look, making them non-combat won't happen, and would seriously screw up a good bit of PvE too.
And a cap penalty is a cap penalty. It allways hurts...3 WCS at 10% would do more than the MWD penalty which is constantly moaned about.
