Well...
My opinion, no one cares about it, but I'll give it anyway:
Implants are not a luxury when you start the game. They are the absolute 2nd most vital necessity, after buying the basic learning skills. That's because they offer you a bonus on what you lack the most at this point : skill points. Of course if you aim for very low (Alt like) amounts of SP, like say a tackler in a corp's fleet, they can be disregarded. But if you aim for more than a couple million SP before thinking about yourself "Ok, now I got the basic skills I need", then the difference they make can be up to one/two MONTHS.
People who see them as a luxury are of five kinds: - Those who already have the basic skills they need. - Those who's gameplay don't require millions of SP. - Those who don't plan their playing for a specific goal, just take the game "as is", and as such never calculated how much time implants would make them gain on achieving this goal. - Alts/corp abusers/corp slaves -> people who have an unclear relation between the money they spend and the money they earn. (includes those who bought their char, buy ISK throught time codes or ebay, etc...) - Those who just, well, plain suck, and see them as things they'll never ever gonna be able to afford.
Basically, implants are a noob's tool, and the most valuable of all, because they are the only ISK way to decrease the amount of time you'll stay a stinking n00b, not counting skill book's cost.
Acquiring them is one thing. Now, what about risking them?
The golden rule in eve is "don't risk things you cannot afford to lose", correct?
And there lies the biggest missunderstanding : most of the time the implant's owner see their value not in "ISK", but in "bonus skill points".
That point is a bit difficult to explain. In fact it's derivated from the learning curve of this game, and more precisely the "earning" curve. Basicaly, when you buy your first set of implants, they are a huge investment regarding your financial abilities, you do this because you want those skill points badly, and as such later they keep an exagerated value.
For the noob, implants are a blessing and a curse. A Blessing because you won't stay a noob that long using them. A Curse because they instill fear of loosing them.
One day or another you'll have to stop using those stinking implants. Or you'll face the horrid transformation into a carebear (please, Oh Lord, don't let this happen to me!), or you'll just quit for another game where you are not forced into this kind of huge amount of time of carebearism.
This future feature is just WONDERFULL. It'll allow you to go get some actions from time to time during your tedious "NPC grinding/skill training/Damn I'm still a stinking noob" period. It'll allow you to stop using implants, get used to it, and finally, one day, realize you no longer need them.
For those who see the inability to make your ennemy lose implants as "the End Of Earth As the Lord Has Stated In the Apocalypse" : GET LOST YOU GRIEFERS !
Implants are a noob's tool ! You complain on not being able to hurt newbs!
Those guys are just... Pathetic.
