I am Caldari, and have benefitted immensely from the much-maligned medium slots. And I think that there should be better ECCM modules out there.
Not enough to make you invulnerable, but enough so that a single BB would have to use *all* its medium slots to jam you. Or switch to sensor dampeners or targeting scramblers. Hee hee.
Let's consider the powerhouse Apocalypse with it's 14 RADAR strength v.s. a BB with white noise generators (RADAR jammers).
The smart Apocalypse player has 6 low slots, and dedicates 4 of them to ECCM, because he's paranoid, and two of his four medium slots to one as well, because he knows there will be jammers after him and his eight turrets... He ends up with a RADAR strength of 34 (14 + 4x3 + 2x4).
The blackbird has six medium slots, and his job is to jam the Apocalypse. He knows it's going to be an apoc, since he's tangled with the other guy before. Therefore, he brings 5 ECM white noice pods, giving him a total of 30 jamming strength against RADAR. He'll fail.
To be able to jam the apocalypse now, he'll need all his medium slots for ECM, but he would still be able to pull it off.
On the other hand, the Apocalypse could concievably have enough ECCM to be rendered immune, if he dedicated enough slots to ECCM. However, this would render the Apocalyse nearly useless in most other regards. Against a scorpion, he would have to use almost all of his medium&low slots (if the scorp was using all of its 8 slots for ECM, which is unlikely).
So there is really only a slight imbalance. If the power of the ECCM was upped by, say, one point, it would all look much better in the favour of the defender, without being impossible.
