Your effective standing with agents shows your current standing with them. As you complete agent missions with them, your effective standing with them increases. A high effective standard allows you to participate in certain missions that others can't take part in because they don't have a high enough effective standing with that agent.
If you quit or fail a mission your effective standing with and agent drops.

qualiyy os not the same as standing...
the better quality often means better rewards and offers... Not 100% sure though on all aspects

Yea, the higher quality the better rewards you get so aim for as high qual as possible.

Also quality is effected by standing. If you do show info on an agent it will tell you it's effective quality. This quality is effected by not only your standing towards this agent but also your standing toward its corporation and its faction.

Only LP matters when getting offers, quality / lvl doesn't matter at all. I think higher quality give better standing increases, but not sure about that. You should go for an agent with the highest effective standing, which, as hoshi said, can be seen on the agents info.

The higher an agent's quality, the better the rewards.
However, a Lvl II -20 agent will be better than a Lvl 1 +18, therefore always go for the higer level agents(unless you are building up LP with one agent).
