I'm reading a bug thread down in general discussion about the new RMR update. I cannot confirm this, but I am hearing reports that players are jettisoning cans near stations where new players frequently start out and are naming them things like "free loot" or "new player stuff." Then, when new players open the cans and take the loot, they are being flagged as thieves and are being killed by the more experienced players.
The change to add a "thief flag" to somebody stealing somebody else's loot was added to RMR to enable miners to attack people who zoom in and steal their ore as they are mining it into cans. However, this also allows players to trick people into making themselves vulnerable in the above-mentioned way.
So be careful! Don't trust cans named "free loot" or anything similar, at least until this gets resolved. Only grab loot from rats you killed yourself.

How long is the timer on both gaining the "thief" flag and until it expires on the can?

Addendum: And does it show anywhere in your interface (like under character maybe?) that you have aquired said flag and how much time until said flag expires?

I'm not logged in right now (at work, sigh) but I *believe* that the thief flag lasts for a half-hour. Fairly sure you get a status message that pops up on the screen...probably says something in your character subscreen as well.
Can ownership is, as far as I know, as long as the can lasts. So if you drop a can somewhere, it's still flagged as belonging to you for as long as it is out there.
You could also certainly use this technique as a legitimate way of baiting an opponent, but in this case, it's newbs who are in what they think are safe systems innocently opening something they think is somebody being nice to them and getting splattered all over the side of the station.

flag is 15 mins, which is reset after every act of aggression.You will get a warning if you try and take from someone else's can.

Pirates in Amarr are telling new players to pick up 'handout' cans, then wasting them! Very nice...fortunately, I read the patch notes :)

I fully approve fooling with people's heads everywhere else of course - and yes, newbies should be allowed to make fateful mistakes - but probably not 3 minutes out of the docking bay.
Rather than rely on GM moderation, simply name the characters and corporations who are making sport of newcomers and the playerbase will likely sort it out.

Jenny dear, this is really below you, I'm disappointed. This goes to show that devs should be really reluctant to 'fix' things: sometimes the cure is worse than the plague.

I logged on last night (first time after RMR) and did a little frig ratting. I noticed quite a few single loot cans left in the belts. Of course, I didn't touch them, figuring that something like this would probably happen with the new flagging.
I'm not sure whether I like this change or not. On the one hand, it is a convenience for miners, who can shoot people who take ore from their cans. On the other hand, mining in high-sec space really is too much reward for too little risk. On the other hand, stealing ore used to be a no-risk, moderate reward activity too, and just became a little more risky.
On the other hand (*Elita starts counting limbs), I used to mine a lot, and never had my ore taken once... so all in all I think this change was pretty neutral, except for the pirating potential discussed here.
Might we see a roll-back of this feature in Kali?

I think ganking new FNA grads right as the arrive using this underhanded trick is pretty sad. Folks whats the fun in popping velators and ibis's of new potential customers. Let them skill up and then you can gank them when they have atleast some means to provide a fight.

If I were to do that I would make it obviously a trap just to see who wants to get blown up. "LOOT THIS AND DIE" on a can is pretty obvious, right? :P
I did some thievery earlier just to see what happened. The warning reads that you'll be flagged as a criminal and you can be freely attacked by the owner of the can and anyone in their gang or corp. This flag lasts for 15 minutes. I then proceeded to hide like a scared rabbit.
The flag applies to dropped cans as well as loot cans, apparently. So hopefully no more needing to worry about people jacking your loot in deadspace (yay). And it's a pity what's happening to the newbies.
Remember folks, someone who might just up and quit because of something like this might have ended up being a good player after their hide thickened.

It is an insidious thing. Noobs generally think they are safe from retribution while they are on Noob Island as it were...this is a situation where they can totally unwittingly open themselves up to legal attack. So hopefully people will read this.
Pass the word along to the noob corps as well.

hey, quick Q regarding the new can flagging things (too lazy to start a new topic). Lets say Pirate A steals ore from Miner A's jet can, and Miner A attacks Pirate A. Can Pirate A return fire without concord pwning them?
if they can... i can soon see people strapping cargo expanders to cruisers and\or battleships and stealing ore that way

A follow-up question- In the scenario above, can Pirate A attack Miner A before Miner A attacks? That is, does the ore thief flag allow for immediate PvP without CONCORD interference?

A - yes, the ore thief can defend themselves if fired upon
B - no, the thief cannot preemptively defend themselves. Firing before being attacked would be unsanctioned PvP = CONCORDOKKEN

I see this sort of thing as leading innevitably to some sort of "newbie constellation" where nothing bad ever happens.
That could be really bad, or it could be really good, depending on how CCP wants to play it and the extent of the repercussions for the rest of the galaxy.

Sorry hun, I dont go that low on this. In fact, I am in 0.0 space so I cant even "play" with newbs that way though if I have the chance to, I dont find killing newcomers in this way funny at wall. BUT, there are always some sadists in EvE who will find it amusing. I got my first podding a few hours after I played EvE. Not funny at all.   ----------------
