Just spent the better part of 90 minutes reading this entire thread. I haven't gotten many of the newer missions, but I have gotten Tech Secrets twice at level 3, and except for the first go of the third mission I have done it easily. The solution for the mission has been mentioned in this thread, but I will recap it below.

Some info about me: Caldari w/3.7 million skill points, playing about four months All missile skills 3 (no specs), GMP and TNP both at level 4 ENG, ELEC both level 4, several side skills trained to 1/2 1 million in Learning

First time I tried the mission, I got my clock cleaned but I was able to warp out. Anytime I am going into unfamiliar territory I choose safety first, and this meant lining up with a distant object before I started locking and firing. Didn't matter, but I got out. A buddy came over in a destroyer to help with the frigates, and using a bit of creative gang warping we were able to finish the mission. He lost the destroyer to a respawn in the same mission.

I drew the mission sequence after a couple milk runs, but this time I tried something different, based on what has been stated here. Knowing my buddy wasn't around, I warped into the third mission with a shuttle. I have tried setting the default warp in distance to 100, but it didn't seem to matter. I found out why when I warped in the shuttle: the warp in puts you through the spawn at about 40 km. This causes all the frigates to agro from the initial spawn, leaving you fighting for your life at a huge disadvantage.
Anyway, the shuttle went poof very quickly, and my pod took some splash, but I was then able to move toward the spawn and plant a bookmark. Warped off, got Raven, warped in at 100, which put me in front of the spawn at 60ish.
When you initially warp in like this only one mob agros, the respawn at the top of the group. Don't plug him. He will happily come over to you, by himself, and engage. Plug him away from the main spawn, then commence pulling. The reinforcements will arrive eventually, and when they do stop pulling. They will agro (and so will the respawn of the first mob you killed), so let them come to you and kill them away from the frigates, just like the first guy.
You should receive the mission accomplished notice at this point, but by now you are a bit frustrated by the new missions, so no point in letting any of the frigates live. The C-1 and C-2 frigates are the webbers and scramblers (not sure which is which), so kill them at a distance. Eventually you will get the whole spawn, but with no heavy units left your damage received should be a lot lower. Kill 'em all, loot cans, talk to agent, mission over.
In summary: 1. Don't risk what you can't replace. 2. Warp in for a recon in a shuttle; 9k is a very worthwhile investment. 3. Ranged combat against frigates is king. 4. Line up on an object just in case you need to warp out. 5. Be smart, be patient, and enjoy the loot. 6. Verify insurance BEFORE warping into the mission.
