Maybe they are fixing the recruitment channel and hence the hotfix is taking a smaller amount of time to fix

It is in Full Cluster [0]. That means they are giving the poor server time to fully load each region and the market and everything else without a mass of players trying to log in at once.
Since RMR there have been at least 6k people online within an hour of DT ending adding to the problems.
So lets be patient people, please.

Which is pretty much the same thing in the end. Giving it time to load fully without player login.
